Mogadishu (HOL) — Somali Council of Ministers on Wednesday approved a resolution to implement the country’s revised Constitution and appointed a ministerial committee to draft legislation defining the structure of government, the number of ministers and the responsibilities of state institutions.
The decision was made during an extraordinary meeting chaired by Prime Minister Hamza Abdi Barre, where ministers discussed constitutional implementation, state-building and the strengthening of government institutions.

The committee, chaired by the minister of justice and constitutional affairs, has been given two months to prepare a bill on the structure of government.
According to a statement from the Prime Minister’s Office, the proposed legislation will define the number of government members and the mandates of ministries and other state institutions.
The office said the bill would be the first of its kind since 1968.
Hamza said during the meeting that the Constitution is in effect and that its implementation will take place in stages.
He also highlighted the government’s plan to hold federal-level one-person, one-vote elections in 2027.
However, Puntland, Jubbaland and several opposition groups have rejected the revised Constitution, saying they recognize only the 2012 provisional Constitution as the legal basis for Somalia’s political process and upcoming elections.
