How Vladislav Kuznetsov Went From Ocean Signal Problems to Everyday Money Tools
From transmitting underwater signals in Vladivostok to shaping how AI agents are allowed to spend money on Ethereum, Vladislav Kuznetsov has turned a willingness to start over into an engineering philosophy.

To understand Vladislav Kuznetsov’s journey, it helps to begin on the shores of the Peter the Great Gulf in Vladivostok, the Russian Pacific port where he spent his university years. For researchers in communications, the ocean is one of the hardest places to send information. Water absorbs and distorts signals, temperatures shift, and background noise never stops. Getting a message across that environment requires patience, precision, and a deep respect for what can go wrong.
As a researcher in infocommunication technologies at Far Eastern Federal University, Kuznetsov chose to work on that challenge. He studied methods for sending digital data using sound, testing ways to keep signals clear even when they scatter and degrade underwater. The system could carry images and even video through water, at low speed, using nothing but sound. The goal was ocean science: giving researchers a way to retrieve data from instruments working beneath the surface. His work resulted in a peer‑reviewed paper presented at the IEEE Global Oceans 2020 conference organized by the Institute of Electrical and Electronics Engineers (IEEE) and became the foundation for a larger academic record. Over time, his publication list grew to more than twenty‑five peer‑reviewed works indexed in the Russian Science Citation Index. He also registered multiple software programs with the Russian Federal Service for Intellectual Property (Rospatent), including certificates RU2021669405, RU2021669495, RU2021669656, and RU2022661439, covering Orthogonal Frequency Division Multiplexing (OFDM) communication systems, a method for transmitting digital data across multiple overlapping radio or acoustic frequencies, as well as software testing and password generation. His standing in the field has continued to grow: he is an IEEE Senior Member, a reviewer for IEEE Access, and a technical program committee member of the 2026 International Conference on Blockchain Computing and Applications (BCCA).
Outside the lab, Kuznetsov pursued a very different discipline. He trained in competitive powerlifting and played university volleyball, earning the official athletic rank of Master of Sports and becoming the AWPC Russian Far East absolute bench press champion. That same drive carried into competitions and national recognition. He received the Presidential Scholarship of the Russian Federation for the 2019/2020 and 2021/2022 academic years, won a silver medal in the Electronics, Radio Engineering and Communication Systems track at the “I Am a Professional” olympiad organized by Yandex, took first place in the IV All‑Russian Contest of Student Scientific Works on Arctic Topics, and graduated as one of the Top‑100 graduates of Far Eastern Federal University.
Despite the momentum and support available to top researchers at home, Kuznetsov chose to step away from familiarity and build a wider international path. After completing a master’s degree in infocommunication technologies at Far Eastern Federal University in 2022, he moved to South Korea to study data analytics at Woosong University. Arriving with plans to pay his own tuition, he finished at the top of his cohort and earned a full merit scholarship. That achievement opened a dual‑degree route to the Thunderbird School of Global Management at Arizona State University in the United States, where he completed a Master of Global Management with a concentration in data science.
What stands out in Kuznetsov’s career is how often he has been willing to begin again. While many engineers spend decades in one specialty, he has moved across very different fields, from underwater communications to data analysis, artificial intelligence and modern financial technology. Each step required new skills, new teams, and the discipline to rebuild from the ground up.
Today, Kuznetsov is co-founder and CTO of Bluecore Studios, where he focuses on building distributed financial systems, including institutional blockchain protocols such as REFI2 on Solana (a high-performance blockchain network designed for fast, low-cost decentralized finance applications). REFI2 was recently soft-launched in October 2026, with a founder credit facility of CAD 2.2 million expected to bring the first loans on-chain. The team’s work has already drawn outside recognition, winning the Best Product‑Market Fit Signal award at Builders X Capital Night, a side event of Southeast Asia Blockchain Week (SEABW).
Artificial intelligence is the link that ties these fields together. At TemporAI, Kuznetsov worked on AI agent engineering, and that work led him to a question the industry is only beginning to answer: when an AI agent is allowed to move money, what exactly may it do, and how does it know when it may not? He became a contributor to ERC‑8226, an Ethereum standard for mandate‑based access control, under which a principal can grant an agent time‑limited permission to take specific actions on regulated tokens. Kuznetsov designed the standard’s reason codes. Instead of a simple yes or no, an agent now receives a precise explanation of why an action is blocked, such as an expired mandate or a frozen agent. His design was merged into the official Ethereum ERCs repository on August 31, 2026, with Kuznetsov credited as a co‑author on the commits, and an independent developer has since re‑verified the team’s testnet deployment against on‑chain data.
He has applied the same thinking to emerging markets. Through a technical partnership with Fairloom, an early‑stage fintech company focused on inclusive financial access, he designed the technical architecture of Mimi, a mobile savings application that lets M‑Pesa users in Kenya exchange shillings into dollar‑denominated stablecoins, cryptocurrencies pegged to the value of a fiat currency like the US dollar, and built to stay reliable through unstable connectivity and power disruptions.
For Kuznetsov, the thread running from Vladivostok to Ethereum is consistent. Underwater, an engineer has to know whether a signal arrived intact, and if not, why. An AI agent handling money faces the same problem in a different medium: it needs to know whether it is allowed to act, and receive a clear reason when it is not. “Being an outsider is an edge,” he says. “You notice the assumptions the insiders stopped questioning.” The setting has changed from ocean research to the rules that govern AI agents, but the goal remains the same: build systems that hold up under real‑world conditions, so that what is sent arrives clearly, reliably, and safely.
