The Ethics and Anti-Corruption Commission (EACC) has arrested two men linked to an alleged scheme that funnelled public funds from the County Government of Turkana into a private company through irregular contract awards.
The suspects, Gilbert Suleiman Eskuku, a registered nurse employed by Turkana County, and Abass Abdi Yusuf, his co-director in Ekwang Suppliers Company Limited, were taken into custody following investigations into contracts irregularly awarded to the firm between 2017 and 2021.
The payments made to the company during this period totalled KSh 2,763,681.
How the Scheme Allegedly Worked
EACC investigators established that Eskuku exploited his position as a county employee to direct government contracts towards Ekwang Suppliers Company Limited, a firm in which he held a directorship alongside Yusuf.
After the payments were processed, Eskuku allegedly withdrew the funds in cash, a move investigators believe was intended to conceal the origin of the money.
Following the conclusion of its inquiry, the Commission forwarded the case file to the Director of Public Prosecutions (DPP), who sanctioned the prosecution of both individuals as well as the company itself.
The charges they face include conflict of interest, money laundering, and acquisition of proceeds of crime.
Arraignment and Asset Recovery
As of Wednesday, the two suspects were being processed at the EACC North Rift Regional Office in Eldoret ahead of their scheduled arraignment before the Anti-Corruption Court on Thursday, October 15, 2026.
Beyond the criminal case, the EACC said it would pursue civil proceedings to recover the public funds involved and seek the forfeiture of any assets traced to the proceeds of crime.
The Commission used the occasion to urge all state organs and public entities to strengthen their compliance with the Conflict of Interest Act, 2025, calling on institutions to put in place robust measures for the declaration, management, and prevention of conflict of interest among public officers.
