Joe Biden’s Department of Justice (DOJ) collected personal records on at least 639,000 Republican voters, donors and supporters during its investigation into Donald Trump, according to new findings released by the Republican-led Senate Judiciary Committee. The controversial and extraordinarily broad collection extended to Americans who ordered red MAGA hats, recording their purchases and home delivery addresses.
In a document published on Wednesday, 14 October, committee chairman Chuck Grassley detailed subpoena returns obtained through whistleblower disclosures. The spreadsheets contained more than 148,000 entries identified as donors, many of whom contributed modest sums—as little as $1—rather than financing major political operations.
The information included names, dates of birth, home and email addresses, Republican registration status, occupations, employers, electoral districts, donation histories and partial credit-card details. Some records dated back to 2005, years before Trump entered presidential politics. Investigators also obtained information on Trump campaign personnel and merchandise catalogues, including T-shirts, mugs and doormats.

Grassley accused the Biden administration of using a criminal investigation to construct a vast political intelligence picture of its opponents. ‘The new findings further corroborate that Smith and his partisan team aimed to map out the entire Republican Party apparatus,’ he declared, arguing that the material far exceeded what investigators could reasonably have needed.
The records were gathered under the so-called Arctic Frost, an FBI investigation launched in 2022 into alleged attempts to overturn the 2020 election. After he was appointed special counsel that November, Jack Smith pursued the case against Trump but ultimately abandoned it after Trump’s 2024 election victory.
The latest disclosure adds to months of revelations about the operation’s alleged overreach. Grassley previously released 197 subpoenas seeking material related to at least 430 Republican individuals and organizations, while a September disclosure identified 4,782 donor checks obtained by Smith’s team. Earlier committee findings also raised concerns about investigators accessing lawmakers’ communications.
Reacting to the latest findings, Republican Senator Mike Lee called the revelations a ‘disgraceful weaponization of the justice system for a partisan witch hunt’, arguing that the operation reached far beyond Trump, his family, and political associates to ordinary Americans. Republican National Committee spokeswoman Ally Triolo similarly accused Democrats of weaponizing federal institutions against political opponents, describing the collection of supporter data as ‘a chilling abuse of power’.

Outrage also spread across MAGA social media, where conservative activist Marshall Yates demanded that Smith be held accountable and Republican Congressman Rudy Yakym declared that ‘justice must be served’. Grassley urged Democrats to join the oversight investigation rather than defend the former prosecutor.
During a September Senate hearing, Smith acknowledged that his team had obtained financial information, maintaining that the subpoenas were issued to investigate alleged criminal conduct.
