Morocco Set to Appoint First Woman-Led Government

MOROCCO · POLITICS

Morocco is about to install a new government led by Fatima Ezzahra El Mansouri, the first woman named to the post. A royal audience to appoint the cabinet is expected within days, closing weeks of coalition talks.

Morocco is preparing to install a new government led by Fatima Ezzahra El Mansouri. The King named her head of government on Tuesday, 29 September.

For a United States audience, the change matters because Morocco is a close American ally and trade partner. A stable government in Rabat affects investment, the free trade agreement and policy on Western Sahara.

Morocco’s Path to a New Government

El Mansouri coordinates the collective leadership of the Authenticity and Modernity Party, a conservative movement. The King tasked her with forming a government under Article 47 of the constitution.

On Monday, 12 October, the national news agency MAP reported that four parties had agreed to form the governing majority. The statement named the Authenticity and Modernity Party, Istiqlal, the Socialist Union of Popular Forces and the Party of Progress and Socialism.

Moroccan outlet Alyaoum24 reported, citing informed sources, that a royal audience to appoint the cabinet is expected on Wednesday, 14 October. MAP separately said the lower house would meet on Tuesday afternoon to elect its new Speaker.

A Historic First for Moroccan Women

Several regional outlets, including Morocco World News, described El Mansouri as the first woman to head a Moroccan government. The milestone drew congratulations from foreign leaders after her appointment.

In Morocco, the head of government is the country’s top elected executive, chosen from the party that wins legislative elections. The King remains head of state and retains broad powers over security, religion and foreign affairs.

What It Means for US Readers

Morocco is a major non-NATO ally of the United States and signed a free trade agreement with Washington in 2004. A functioning government helps keep that economic and security relationship predictable for US firms.

American investors watch Morocco for automotive exports, phosphates and tourism, all sensitive to political stability. US policy on Western Sahara, recognised by Washington in 2020, also runs through whoever leads the government.

What Prediction Markets Say

Polymarket, a betting site, gives El Mansouri about a 94% chance of becoming prime minister (13 October, 11:07 a.m. ET). More than US$19,000 has been traded on her contract, and a related bet puts Akhannouch leaving by 31 December near 90%.

Why we show this: prediction markets turn real-money bets into a live probability that moves within minutes of the news, which is why investors, campaigns and newsrooms in the United States now follow them closely. We show them next to polls and official results, never instead of them.

What Is Not Known

The full cabinet and the ministers’ portfolios have not been published. The exact date of the royal audience rests on a single Moroccan report and has not been confirmed officially.

It is also unconfirmed whether the lower house has already chosen its new Speaker. Those details should become clear once the royal cabinet issues an official statement.

What Comes Next

Once appointed, the government must present its programme to Parliament and win a vote of confidence. Local reports note the 2027 finance bill is due by Tuesday, 20 October, leaving little time.

A new government would not change Morocco’s foreign policy overnight or alter the King’s central role. It signals continuity for investors rather than a sharp shift in direction.
