SHILLONG, Oct 16: The Meghalaya College Non-Teaching Employees Association (MCNTEA) has set a November 1 deadline for the state government to release their pending Dearness Allowance (DA) at 53% and implement the Modified Assured Career Progression Scheme (MACPS), warning of agitation if the demands are ignored.
MCNTEA president Jewel Son Roy Lyngdoh said non-teaching staff in colleges have been denied successive DA revisions of 49%, 51%, and 53%, despite repeated appeals.
“We should have received the 49% DA from January 2025, but we are yet to receive it,” Lyngdoh told reporters, pointing out that the prolonged delay has caused severe financial hardship to employees.
He said the association has pursued the matter with government departments since October 2025 without any concrete response, with officials repeatedly citing file movements between departments.
The association also sought an appointment with Chief Minister Conrad K Sangma on September 20 to raise their grievances, but is yet to secure a meeting.
“We have been running from one department to another. They have been making us go round in circles until we are exhausted and left in the dark,” Lyngdoh said.
Compounding their troubles, Lyngdoh said non-teaching staff receive their salaries only once every three months, while DA arrears remain unpaid and MACPS implementation stays stalled.
Issuing an ultimatum to the government, Lyngdoh said: “We have no option but to come out and raise our voice. If the government fails to fulfil our demands by November 1, we will be compelled to take another step.”
