For utilities evaluating private LTE, the technology is rarely the hardest part.
The harder question is how to build a business case for an investment that may be sizable, long-term, and difficult to justify through traditional cost savings alone.
That business case should not begin and end with: “How much will this network cost?” It should begin with a broader question:
What operating model, level of control, and cost trajectory are we choosing for the next decade?
Look Beyond the Upfront Cost
Private LTE investments can create measurable efficiencies, but many of the most important benefits are less obvious.
The value may include:
- Avoiding future connectivity costs
- Improving network performance and reliability
- Enabling new operational capabilities
- Supporting automation and field technologies
- Reducing dependence on public carriers
- Creating greater control over critical communications
This means the business case isn't simply about proving a direct financial return. It's also about educating stakeholders on the costs the organization is already carrying, and the additional functionality, flexibility, and resilience the investment could provide.
Utilities may be looking at the decision too narrowly if they assess private LTE as only a new technology expense. In many cases, it's also an opportunity to avoid future costs and establish a platform for capabilities the organization will need over time.
Spectrum Strategy Matters
A private wireless network depends on access to spectrum, the radio frequencies used to send and receive data. Utilities have several spectrum options, and each comes with different implications for coverage, performance, cost, flexibility, and control.
In some cases, a utility may acquire licensed spectrum for its own use. That can provide a high degree of certainty because the organization controls access to that frequency within the licensed area.
While it's possible to deploy private LTE without purchasing licensed spectrum, utilities pursuing that model remain relatively few. For most utilities seriously evaluating private LTE, the availability, ownership, and long-term control of spectrum are central considerations.
Spectrum is also a finite asset, and availability may not remain open indefinitely. Utilities are increasingly hearing a version of the same message from spectrum holders: Organizations that don't move may lose the opportunity as sellers pursue other buyers.
That doesn't mean every utility should immediately purchase spectrum; it does mean that waiting comes with its own tradeoffs.
Leadership teams should understand:
- What spectrum options are available
- How those options align with the utility’s service territory
- How long those options are likely to remain available
- What flexibility is preserved or lost by delaying a decision
- What the organization gives up by choosing one model over another
Satellite Changes the Equation
The rapid development of satellite connectivity introduces another strategic question: Does a utility still need to build and operate its own network?
Satellite services may provide connectivity in areas where traditional network coverage is difficult or expensive to establish. For certain use cases, that could reduce the need to build infrastructure across an entire territory. The appeal is clear. Why make a large capital investment to solve a coverage problem that an external provider may already be able to address? The tradeoff is control.
When a utility owns its network, it can design around its own performance, availability, security, and operational requirements. When it relies on an external provider, it gains speed, reach, and potentially lower upfront cost—but gives up some control over service levels, prioritization, cybersecurity, and long-term access.
That may be the right choice. But it should be a conscious one.
The Real Question Is Which Tradeoffs Matter Most
Private LTE, public carrier services, and satellite connectivity each offer advantages—and each requires compromise. The critical issue is determining which tradeoffs best align with the utility’s operating model and long-term priorities.
- How much control does the utility need?
- Where is external dependency acceptable?
- How much performance certainty is required?
- Which capabilities are worth owning?
- Where does flexibility matter more than control?
- How much is the organization willing to invest to preserve optionality?
Private LTE should not be viewed purely through a technical lens. It can affect nearly every area of the business. These are business, operational, cybersecurity, resilience, workforce, and financial questions, not simply network architecture decisions.
The strongest private LTE strategies will not be built around a single technology assumption. They will evaluate the full range of connectivity options, understand the tradeoffs associated with each, and determine where ownership and control create meaningful enterprise value.
The Business Implications Cannot Be Overlooked
Organizations that approach private LTE as a purely technology problem are missing its broader business implications.
The people and process components matter just as much as the infrastructure itself. A utility must consider how the network will be governed, operated, secured, funded, and integrated into day-to-day business processes. That is especially important in an environment where customer affordability remains under intense scrutiny.
Customers ultimately bear the consequences of utility decisions—whether through the direct cost of new infrastructure or the indirect cost of outages, cyber incidents, operational disruption, and geopolitical uncertainty.
The question is not simply whether a utility should build a private network. It is what the utility gains, what it gives up, and which tradeoffs it is willing to carry over the long term.
For utilities, the decision comes down to what they need to control, what they are comfortable outsourcing, and how much they are prepared to invest to manage the difference.
