Cyberattack on Azerbaijani government websites
More than 100 government domains in Azerbaijan were targeted in a cyberattack that disrupted access to several government agencies’ websites. According to the State Service for Special Communications and Information Security, the attacks began at around 22:00 Baku time on 13 October. The agency said a foreign hacking group was behind them.
The agency said technical measures had helped limit the impact of the cyberattack and keep the websites running reliably. However, it has not disclosed detailed information about how the attack was carried out, who organised it or what motivated it.
As Meydan TV reports, one theory under discussion is that the cyberattack may have links to Turkey.
The incident has prompted debate about the resilience of the country’s digital government infrastructure and the possible political motives behind the attack. Available information confirms that the websites experienced disruptions, but it is not yet possible to assess the full scale of the cyberattack or its consequences.

Which websites were targeted?
According to initial reports in local media, users experienced access problems with the websites of the Cabinet of Ministers, the Ministry of Internal Affairs, the Ministry of Emergency Situations, the Ministry of Health and the State Examination Centre. An official statement confirming a cyberattack followed simultaneous disruptions affecting several government websites.
According to official figures, the attack targeted more than 100 domains. However, this does not mean that the attackers managed to disrupt all these websites or gain unauthorised access to their systems. The number of resources targeted must be distinguished from the number of systems that actually suffered damage.
The official statement does not specify which websites became unavailable or how long the disruptions lasted. It is also unclear whether the outages affected only information pages or disrupted electronic services as well. The State Service for Special Communications and Information Security says it is continuing its cybersecurity measures.
The nature of the cyberattack remains unclear
Disrupting a website and gaining unauthorised access to its database are two different types of cybersecurity incident. In the first case, users lose access to the resource. In the second, the confidentiality and integrity of data may be at risk.
One common method of disrupting websites is a distributed denial-of-service (DDoS) attack. This involves sending a large volume of requests to a server simultaneously from different sources. The resulting traffic overloads the servers or network infrastructure, leaving legitimate users’ requests unanswered. Such an attack can disrupt a website without anyone gaining unauthorised access to its database.
There is no official confirmation that the latest cyberattack in Azerbaijan used this particular method. Authorities have also published no findings from checks for possible data leaks. The available information therefore does not establish either that personal data belonging to citizens were stolen or that the authorities have fully resolved all the consequences of the attack.
The restoration of websites indicates that users have regained access to them. However, determining whether the attackers gained unauthorised access to the systems or whether any data leaked requires a separate technical investigation.
Possible motives and speculation about links to Turkey
Cyberattacks on government websites may aim not only to disrupt online services but also to express political views, attract public attention or undermine trust in state institutions. In its report on denial-of-service attacks, the European Union Agency for Cybersecurity (ENISA) lists political and ideological objectives, as well as financial interests, among the possible motives behind such attacks.
The specific motives behind the latest cyberattack on Azerbaijani government websites remain unknown. The fact that the incident occurred amid political tensions has prompted speculation about a possible link between the events. However, further evidence is needed to substantiate such claims.
According to Meydan TV, social media users are discussing a possible link between the cyberattack and Turkey. The outlet examines this speculation against the backdrop of protests by members of some religiously conservative groups in Turkey against restrictions on wearing the hijab in Azerbaijani schools, as well as Baku’s relations with Israel. Protesters gathered outside the Azerbaijani embassy in Ankara and the country’s consulate general in Istanbul.
However, no evidence has established a link between the cyberattack and these protests or any groups in Turkey. The Azerbaijani authorities have also refrained from naming specific countries or organisations in their official statement.
The phrase “foreign hacking group” used in the official statement does not, in itself, indicate that any foreign state was involved. Identifying those who organised and carried out the attack, establishing their motives and determining whether they have links to state institutions will require a separate investigation.
Warning about cyber threats issued five days before the attack
On 8 October, five days before the cyberattack, Azerbaijan’s Electronic Security Service published a warning about active cyber threats targeting several information systems. The statement noted that some attacks involved outdated database management software and default login credentials that administrators had failed to change.
The warning also said that attackers who gained access to inadequately protected systems could use them to launch attacks against other resources. The service advised administrators to update their software, change default passwords, restrict access to systems and monitor suspicious activity.
The service did not report any possible connection between this warning and the cyberattack that began on 13 October. There is currently no evidence to suggest that the two incidents formed part of the same operation. Nevertheless, the warning highlights that cybersecurity depends not only on responding to attacks but also on regularly updating software and controlling access to systems.
Questions left unanswered after services were restored
One of the key criteria for assessing the impact of a cyberattack is the extent to which it disrupts government electronic services. The temporary unavailability of an informational website can have very different consequences for users from disruptions to systems for submitting documents, registering applications and processing requests.
No specific data has yet been published on whether the latest cyberattack interrupted users’ transactions, caused people to miss deadlines for submitting documents or applications, or resulted in data loss. Without this information, it is difficult to assess the actual damage caused by the incident based solely on the number of domains targeted.
Future official statements will be particularly important in clarifying which services were affected, whether the attackers gained unauthorised access to internal systems, and what the security checks found regarding personal data.
The restoration of the websites demonstrates that the authorities have taken steps to respond to the cyberattack. However, a fuller assessment of how resilient the country’s digital government infrastructure proved to be against such threats will only be possible once more detailed information becomes available.
