Uzbekistan will introduce mandatory psychological diagnostics for educators and students across educational institutions at least once per academic year, according to the Ministry of Justice. The procedure, established under a presidential decree, will also cover preschool educators, children attending preschools and university students. The assessments will be conducted through a specialized electronic platform, with artificial intelligence technologies used to analyze the results and determine the level of psychological support required.
The new system will be introduced in two stages. The first stage will begin in the 2026/2027 academic year and cover preschool and general secondary education institutions. The second stage, scheduled for the 2027/2028 academic year, will extend the procedure to secondary specialized, vocational and higher education institutions. Under the decree, targeted psychological diagnostics will be conducted at least once during each academic year.
The Scientific Research Institute of Psychology will be responsible for organizing the assessments through a dedicated electronic platform. The confidentiality of personal data and information collected during the diagnostic process will be ensured.
The results of psychological assessments will be analyzed using artificial intelligence technologies. Based on the findings, educators and students will be classified into three categories:
Psychologically stable
In need of psychological support
Requiring active psychological support
Individuals identified as needing psychological support will be assigned a psychologist from their educational institution. Those classified as requiring active psychological support will be assigned a mentor psychologist responsible for their respective region.
The decree also establishes financial incentives for psychologists involved in professional development and psychological support services. Psychologists serving as instructors in cascade-model professional development courses will receive an additional payment equivalent to 20% of their base salary at their primary workplace. The supplementary payment will apply for the duration of their involvement in the training courses.
Additionally, 150 mentor psychologists who achieve high results in maintaining psychological stability throughout the academic year will receive a one-time financial incentive equivalent to 20 times the minimum wage. The decree also requires employees providing psychological services in educational institutions to undergo professional development at least once every five years.
A Research Institute of Psychology will be established on the basis of the Psychology Educational and Scientific Center at the Nizami Ganjavi National Pedagogical University of Uzbekistan. The institute will operate under the jurisdiction of the Ministry of Education and Science. Starting January 1, 2027, three specialized laboratories will be established at the institute:
Digital Psychology and Artificial Intelligence
Educational Psychology and Psychological Services
Psychological Health and Prevention
The institute will also be responsible for organizing the psychological diagnostics conducted through the electronic platform. Earlier, it was reported that master's degree education in Uzbekistan would be divided into practical and scientific-pedagogical tracks.
