When a legitimate business text fails to arrive, the sender usually blames the carrier. The carrier usually has a reason. In practice, carrier filtering responds to recognizable risks: high spam volume, rising complaint rates, and messages that do not match the brand or campaign described during registration.
That scrutiny increased across several categories of US business text messaging in 2026. The consequences also extend beyond one sender. On a shared platform, every business contributes to the network’s reputation, so one noncompliant campaign can affect SMS deliverability for others.
“Carrier filtering isn’t random,” says Thomas Driscoll, founder and CEO of Sendivo, an SMS infrastructure platform serving more than 1,000 users across US carriers. “Carriers are looking at whether the sender, consent process, and message content tell the same story.”
1. Register Properly and Keep the Content Matched
For A2P SMS, 10DLC compliance begins with registration, but it is not a formality completed once and forgotten. Registration connects the business identity, declared campaign purpose, and type of content the sender intends to deliver. If the eventual messages promote something unrelated to the registered brand or use case, the mismatch can trigger scrutiny even when the underlying business is legitimate.
Driscoll saw that problem directly when a carrier partner flagged Sendivo after some customers sent content that did not match their registered business names. The company added a pre-send content filter within days and removed the offending accounts.
“A registration approval does not give a sender permission to send anything afterward,” Driscoll says. “The live traffic still has to match what was registered.”
Sendivo now pairs concierge-guided registration with AI vetting of every new campaign. At the platform level, the aim is to identify inconsistencies before the traffic reaches a carrier.
2. Require Real Opt-In and Act on Complaint Signals
SMS compliance depends on genuine consent, not merely access to a phone number. Businesses should be able to show that each recipient opted in through a clear process. They should treat the first complaint signal as a reason to stop traffic and investigate.
This is where treating SMS like email creates trouble. A text arrives in a more immediate, personal channel, and recipients can react quickly when a message feels unexpected. Those reactions become carrier data.
“A complaint is not something to explain away after a campaign ends,” Driscoll says. “It is an operational signal that the sender should act on immediately.”
3. Monitor Each Campaign Before the Carrier Intervenes
Network-wide averages can conceal a problem. Operators need campaign-level monitoring that can reveal changes in delivery rates, filtering, and complaints while traffic is still active. If one campaign begins producing warning signs, the platform or sender should pull it before the carrier does.
That responsibility became more apparent as enforcement tightened in 2026. Sendivo responded by adding AI campaign vetting, applying pre-send filtering when content does not match a registered brand, and offboarding senders that fail to comply.
“The carrier is the customer you can’t fire,” Driscoll says. “A platform has to police its own traffic because the entire network shares the consequences.”
For businesses and agencies running SMS communications, the practical lesson is straightforward: accurate registration, documented consent, and close monitoring are part of delivery infrastructure. The operators getting through are treating compliance as a continuous practice, not a box checked before launch.
