Yingkiong, Oct 13: Amid rising tension, Upper Siang District Magistrate Dr Ashok Tajo has issued an advisory directing village headmen, local leaders and the public to refrain from participating in protests and rallies against the ongoing Pre-Feasibility Report (PFR) activities for the proposed 11,000 MW Siang Upper Multipurpose Project (SUMP).
The executive directive, titled Lukan Agom in Adi, was issued on October 12, amid growing public opposition to the hydropower project in Arunachal Pradesh’s Siang Valley.
Addressed to all Head Gaon Buras (HGBs), Gaon Buras and Buris (GBs) and Panchayati Raj Institution (PRI) representatives across Upper Siang district, the order calls on local leaders not to organise, lead or participate in protests and rallies against the project’s PFR activities.
The directive also asks village elders and PRI representatives to advise residents in their respective villages against joining such demonstrations.
The District Magistrate has further instructed village authorities and local representatives to cooperate with the district administration and the state government in carrying out official duties.
Copies of the order have been circulated to the Superintendent of Police, Upper Siang, administrative officers at various outposts, the District Information and Public Relations Officer in Yingkiong, and local GB and PRI representatives for dissemination and compliance.
Despite the order, in the Siang Valley, on Tuesday, indigenous communities and anti-dam groups have been protesting against the proposed project, citing concerns over displacement, environmental damage and its potential impact on local livelihoods.
The proposed SUMP, with a planned capacity of 11,000 MW, is among the major hydropower projects proposed for the Siang River basin. Government efforts to undertake PFR survey activities have faced resistance from sections of the local population.
The latest directive adds to the ongoing tensions surrounding the project, as authorities seek to maintain law and order while opposition groups continue to raise concerns over its potential social and environmental consequences.
