Grenadian maritime professional Ian Noel has completed a Master of Science in Maritime Affairs, specialising in Maritime Energy Management, at the World Maritime University (WMU) in Malmö, Sweden, for the 2025–2026 academic year.
The qualification represents an important addition to Grenada’s maritime expertise and supports the government’s ongoing efforts to advance blue economy development through modernised maritime infrastructure, improved port operations, stronger regulatory institutions and sustainable investment in ocean-based industries.
Noel has more than 30 years of maritime experience spanning seafaring, ship pilotage, port operations, maritime safety, vessel inspections, and marine accident investigations. He has served as a Class I Marine Pilot and Cruise Terminal Operations Supervisor with the Grenada Ports Authority, as well as a Flag State Surveyor, Port State Control Inspector and Marine Accident Investigator for the Government of Grenada.
He also serves as Grenada’s Focal Point to the OECS Ocean Governance Team, Deputy Chair of Grenada’s National Coastal and Ocean Governance Committee, and a delegate representing Grenada at meetings of the International Maritime Organisation’s Marine Environment Protection Committee (MEPC) and its Intersessional Working Groups (ISWG).
His studies at WMU covered international maritime law, IMO governance, maritime economics, energy-efficient ship operations, energy management in port and onshore facilities, alternative marine fuels, maritime renewable energy technologies and sustainable maritime development.
The qualification is particularly relevant to Grenada’s maritime administration and port management, as the international shipping industry responds to evolving environmental regulations, technological developments and the transition towards lower-emission maritime operations.
Reflecting on the significance of the qualification, Noel stated: “This programme has enhanced my understanding of key developments in international shipping, particularly energy management, environmental regulation and emerging technologies. The knowledge gained will support efforts to improve port efficiency, strengthen maritime governance and advance Grenada’s blue economy through informed, standards-based decision-making.”
Noel also expressed appreciation to Javan Williams, who previously served as Permanent Secretary of the Ministry of the Blue Economy and Marine Affairs and Ambassador Jerry Jermain Enoe, Grenada’s Ambassador and Special Envoy for Oceans, for their support and roles in facilitating this academic milestone. “I am particularly grateful to Permanent Secretary Javan Williams and Ambassador Jerry Enoe for their support and assistance in making this opportunity possible. Their commitment to strengthening technical capacity within Grenada’s maritime sector is greatly appreciated, and I intend to ensure that the knowledge gained contributes meaningfully to the continued development of our maritime industry.”
For Grenada, the development of a competitive and sustainable blue economy depends in part on efficient ports, reliable maritime transport, modern shipping services and the institutional capacity to manage increasingly complex maritime activities. Noel’s specialised training strengthens the expertise available to support port modernisation, maritime energy efficiency, cleaner shipping technologies and the planning of resilient maritime infrastructure.
Noel previously earned a Master’s degree in Logistics and Supply Chain Management and holds professional qualifications in port management, naval architecture and marine surveying. His extensive operational experience, international regulatory engagement and academic training position him to contribute meaningfully to maritime safety, port development, environmental compliance and the sustainable blue economy.
