Officials say police seized $7.15 million in assets and six cold wallets during the operation.
Turkey's Justice Minister has publicly confirmed that Richard Heart, the founder of the HEX cryptocurrency, was arrested in Istanbul. The confirmation came after reports of the arrest first circulated among crypto news outlets.
According to details shared by officials, police seized $7.15 million in assets during the operation. Investigators also recovered six cold wallets, the hardware devices used to store cryptocurrency offline. Cold wallets are generally considered more secure than online storage, making their seizure significant for any follow-up investigation into asset custody.
Richard Heart has been a prominent and controversial figure in the cryptocurrency industry for years. He is known for creating HEX, a token launched in 2019, as well as the PulseChain network and PulseX exchange. Heart built a large following through aggressive marketing and public appearances, but his projects have also drawn sustained regulatory scrutiny.
In 2023, the U.S. Securities and Exchange Commission filed a civil lawsuit against Heart and several entities linked to his projects. The SEC alleged unregistered securities offerings and misuse of investor funds, including claims that money raised from token sales was spent on luxury goods. Heart has denied wrongdoing and has frequently challenged the jurisdiction and legitimacy of U.S. regulatory actions against him.
Heart has largely operated outside the United States in recent years, making public appearances in various countries while avoiding direct engagement with U.S. legal proceedings. His presence in Istanbul and the nature of the Turkish operation against him had not been fully detailed by officials at the time of the Justice Minister's confirmation.
The Block reported that the seized funds and wallets could become central to any criminal or civil proceedings that follow. Bitcoin.com News separately reported the Justice Minister's confirmation of the arrest itself. Neither report detailed the specific charges Heart may face in Turkey, nor whether the arrest is connected to the existing U.S. SEC case or a separate matter under Turkish jurisdiction.
Turkey has increasingly positioned itself as an active participant in global cryptocurrency enforcement in recent years. The country has tightened regulations on digital asset exchanges and increased cooperation with international bodies tracking illicit crypto flows. An arrest of a figure as prominent as Heart within its borders signals a notable escalation in that posture.
The cryptocurrency community has closely tracked Heart's legal troubles since the SEC case began. His arrest in Istanbul, if it leads to formal charges or extradition proceedings, could set a precedent for how international jurisdictions handle crypto founders facing allegations abroad. Observers are now watching for further statements from Turkish authorities, Heart's legal representatives, or U.S. regulators regarding next steps.
Market Impact
News of Heart's arrest is unlikely to cause broad market disruption given HEX and PulseChain represent a relatively narrow segment of the crypto ecosystem. However, token holders and participants in Heart's ecosystem may react to uncertainty about project leadership and the status of any associated funds.
The seizure of cold wallets raises questions about custody of assets tied to Heart's projects. If those wallets are linked to treasury or operational funds, the development could affect confidence among users of HEX, PulseChain, or PulseX. The broader market impact will likely depend on what, if any, formal charges follow the arrest.
The confirmation from Turkey's Justice Minister marks a significant development in a case that has drawn international regulatory attention for years. Further details on charges, asset disposition, and any extradition proceedings are expected as Turkish authorities continue their investigation.
