The State of Kuwait affirmed that addressing insecurity in the Middle East region requires confronting the Israeli occupation policies, aggression and impunity.
“The continuing attacks by the occupying entity on the Palestinian people and countries in the region undermine prospects for peace and fuel cycles of violence,” said the Third Secretary of Kuwait’s Permanent Mission to the United Nations Abdulaziz Al-Saeedi.
He made the comments in a speech on behalf of Kuwait before the UN General Assembly’s Disarmament and International Security (First Committee) during its general debate on Monday evening. Al-Saeedi renewed Kuwait’s condemnation of Iranian attacks targeting its territory, the Gulf Cooperation Council (GCC) states and Jordan since last February, including attacks carried out by Iran-backed factions and militias in Iraq.
“The State of Kuwait is not a party to the ongoing conflict and has not allowed its territory, airspace or waters to be used to launch attacks against Iran,” he stressed. He reiterated the call for Iran to fully comply with UN Security Council Resolution 2817 (2026), halt its attacks and threats, whether direct or through its proxies, and respect the sovereignty of neighbors and the principles of neighborliness.
On de-nuclearization effort in the Middle East, he stressed the need for the Israeli occupation entity to join the Treaty on Non-Proliferation of Nuclear Weapons (NPT) and place all its nuclear facilities and activities under the International Atomic Energy Agency’s (IAEA) comprehensive safeguards.
“The continued exemption of the entity undermines the credibility of the non-proliferation regime,” he warned. He affirmed support for establishing a Middle East zone free of nuclear weapons and other weapons of mass destruction, and for reaching a legally binding treaty with the participation of all concerned parties to ensure equal security for all.
Al-Saeedi expressed regret that the 11th NPT Review Conference in 2026 failed to reach a consensus final document, stressing the need to fulfill commitments on nuclear disarmament, non-proliferation and ensuring the peaceful uses of nuclear energy.
He also expressed Kuwait’s pride in assuming the presidency of the IAEA Board of Governors for 2026-2027 by unanimous endorsement, affirming its commitment to strengthening the agency’s independence and credibility, supporting technical cooperation and verifying compliance with nuclear obligations.
Regarding the conventional weapons, Al-Saeedi underscored the importance of safe and sustainable ammunition management and preventing illicit trafficking. He pointed out to Kuwait’s election as vice-president of the preparatory meeting for the Global Framework for Through-Life Conventional Ammunition Management.
The Kuwaiti diplomat stressed the importance of translating international commitments into serious national measures and effective international cooperation to strengthen confidence in the disarmament and international security system.
