Thailand is considering a departure tax of 1,000 baht (around Rs 2,836) on travellers leaving the country, a proposal that could increase travel costs for Indians visiting the popular Southeast Asian destination. The proposed levy would apply to both Thai citizens and foreign visitors, while authorities are also considering a separate fee for foreign travellers arriving by air.
The proposal is still under consideration and has not been implemented. Travellers planning holidays to Thailand should therefore not treat the proposed departure tax as an existing charge.

What is Thailand’s proposed departure tax?
Ministry of Finance & The Thai Revenue Department in Thailand are considering an outbound tax of approximately 1,000 baht on passengers leaving the country. The government is also considering a 450-baht (around Rs 1,276) fee for foreign visitors arriving by air.
If introduced in its proposed form, the departure levy would add to the cost of returning home after a holiday or other visit to Thailand. Indian travellers could face a higher overall travel bill, depending on how the charge is implemented and whether it is collected separately or through existing travel arrangements.
A departure tax is a charge imposed on passengers leaving a country. Depending on the rules governing the levy, it may be collected directly from travellers or included in the price of their tickets.
Thailand is considering the measure as it seeks to raise government revenue and support an economy whose tourism sector has yet to return fully to pre-pandemic levels. However, details such as the final implementation date, collection mechanism and any exemptions have not been confirmed in the information available on the proposal.
Why is Thailand considering the tax?
Tourism is an important source of revenue for Thailand, which attracts visitors with its beaches, islands, temples, food and nightlife. However, the country's international visitor numbers remain below the levels recorded before the Covid-19 pandemic.
Thailand received around 24 million foreign tourists up to October 10, according to the figures cited in the report. This was 4 per cent lower than the corresponding period a year earlier and considerably below the nearly 40 million international arrivals recorded in 2019.
The Tourism Authority of Thailand has set a target of approximately 33 million international visitors for 2026. The proposed tax has nevertheless raised concerns about whether additional charges could discourage some travellers from visiting the country.

Could the proposal affect tourism and airfares?
The Thai Travel Agents Association has warned that a departure tax could reduce passenger numbers. Lower demand could, in turn, prompt airlines to reduce flight frequencies on some routes, potentially affecting travel options.
For Indian holidaymakers, the immediate concern is the possibility of higher trip costs if the proposal becomes law. Any effect on airfares or flight availability would depend on how airlines and the wider travel market respond.
For now, there is no need for travellers to make changes to existing bookings solely because of the proposal. Indians planning a future trip should monitor official announcements for confirmation of the tax, its start date and the rules governing its collection.
