Santo Domingo.- Minister of the Presidency José Ignacio Paliza submitted to the Dominican Senate a bill seeking to approve the National Territorial Planning Plan (PNOT) and establish rules for its implementation, coordination, monitoring and evaluation.
The proposal is based on Law No. 368-22 on Territorial Planning, Land Uses and Human Settlements and aims to create a national framework to guide decisions on land use and occupation while aligning public policies with the needs of different territories.
The bill establishes mechanisms to coordinate the PNOT with other instruments within the National Territorial Planning System, seeking to strengthen the way territorial planning is implemented across the country.
It also includes provisions for monitoring and evaluating the plan, allowing authorities to track its implementation and assess whether its objectives are being met.
The proposal’s guiding principles require the PNOT to be interpreted consistently with Law No. 368-22 and its implementing regulations. Chapter II focuses specifically on the national plan and its role as the central instrument for organizing and planning the Dominican territory.
