Botswana Backs China on Taiwan on 13 Oct

BOTSWANA · GREAT POWERS

Botswana backs China on Taiwan, after President Duma Boko told Chinese leader Xi Jinping on Tuesday 13 October that his country opposes Taiwan independence. The pledge came in Beijing, on the day the two countries lifted relations to a comprehensive strategic cooperative partnership.

For US readers, the visit shows a diamond-producing democracy and long-time Western partner moving closer to Beijing on security, mining and politics at once. The signed texts touch ground where American influence has been strong.

What Boko Told Xi in Beijing

China’s foreign ministry said the talks took place on the afternoon of Tuesday 13 October at the Great Hall of the People in Beijing. A welcome banquet for Boko followed that evening.

Boko said Botswana will stay committed to the one-China principle, Beijing’s position that Taiwan is part of China. He added that Botswana opposes separatist attempts to seek Taiwan independence and any interference in China’s internal affairs.

A Strategic Partnership With Papers Attached

The two presidents announced the upgrade to a comprehensive strategic cooperative partnership, a label China gives to its closest partners. They also signed a joint statement on the new partnership.

China’s foreign ministry said further papers cover the Global Security Initiative, Belt and Road cooperation, green mining, health and human resources. The Global Security Initiative is Xi’s 2022 proposal for a security order that Beijing presents as an alternative to US-led alliances.

Mining Principles and Zero Tariffs

Xi proposed four principles for mining cooperation with Botswana and with Africa, starting with the idea that African resources belong to Africa. He also said African resources should not be used for geopolitical rivalry.

Xi offered cooperation on the digital economy, farming, livestock and a smart education project. He also pointed to China’s zero-tariff treatment for African countries that have diplomatic relations with China.

Health, Schools and Parliament

Mmegi, Botswana’s independent daily, reported that the joint statement commits China to send medical teams and supplies to Botswana. It also promises hospital partnerships, government scholarships for Batswana students and links between universities.

On Wednesday 14 October, Boko met Zhao Leji, who chairs the Standing Committee of China’s National People’s Congress, the country’s legislature. The state Botswana Press Agency reported that both sides want closer ties between their parliaments.

Gaborone Defends the Trip

Lucas Modimana, director of governance in the Office of the President, defended the size of Boko’s delegation, Mmegi reported on Friday 16 October. He called the visit a coordinated mission to attract investment, create jobs and speed up Botswana’s economic recovery.

Modimana tied the trip to efforts to reduce Botswana’s dependence on diamonds. Botswana’s foreign reserves stood at about US$4.4 billion in mid-October, a cushion that makes new investment more urgent.

What It Means for US Readers

Botswana has long been a steady US partner in southern Africa, and a one-China pledge alone is no break with Washington. Yet Botswana backs China on a security paper at the heart of Beijing’s rival vision of global security.

The Sunday Standard, a Gaborone weekly, reported on 12 October that US-banned camera makers Hikvision and Dahua are in police and bank networks. Investors in Botswana’s diamond and mining sector should watch how the new mining principles shape licences and Chinese financing.

What Is Not Known

The texts of the security, Belt and Road and green mining papers have not been published in full. Whether they involve training, equipment or military work is open.

No US government reaction to the visit has been made public. Botswana has also not said how the pledge fits its ties with Taiwan’s remaining African partner, Eswatini, or its other Western partners.
