The Council of Higher Secondary Education (CHSE), Odisha, has made CCTV surveillance and live streaming compulsory at all examination centres for the Odisha CHSE +2 Board Examinations 2027. Under the new instructions, all higher secondary (HS) schools affiliated with CHSE Odisha must install and maintain CCTV systems to record activities in designated examination-related areas, including strong rooms of Examination Management Hubs (EMHs), the offices of centre superintendents, examination halls and rooms, and laboratories across the institutions.
As part of the compliance requirements, the Odisha Board has instructed schools to submit detailed information about their CCTV surveillance systems through the designated link available on the SAMS e-space portal. The information must include the name and code of the institution, the name of its internet service provider and the available internet speed, the make and serial number of the Digital Video Recorder (DVR) or Network Video Recorder (NVR), and the corresponding username and password. Schools must also update their CCTV installation and operational status on the portal by November 30, 2026.
According to the board's instructions, all surveillance cameras must be tested in advance and kept fully operational to ensure that the systems are ready for use when question papers arrive at the strong rooms. The CCTV arrangements must also remain functional from the first day of the examinations.
The CHSE Odisha notice has also specified requirements for higher secondary schools that have applied to be designated as new examination centres for the 2027 board examinations. These institutions must ensure that CCTV cameras are installed in their examination halls and in the rooms used by centre superintendents.
Furthermore, institutions that functioned as Examination Management Hubs (EMHs) or examination centres during the 2026 annual examinations, along with schools eligible to become new centres, must ensure that the prescribed surveillance infrastructure is available. The required equipment includes a Digital Video Recorder or Network Video Recorder, preferably manufactured by CP+ or Hikvision, or an equivalent brand, along with the Insta Cloud system from CP+, Hikvision or a similar manufacturer. Schools must also arrange CCTV cameras of the prescribed or equivalent make, an internet connection with a minimum speed of 50 Mbps, a static IP address and the serial number of the Insta Cloud system.
The board has cautioned that non-compliance with the CCTV installation and operational requirements could have serious consequences for the institutions concerned. Schools that fail to install the prescribed systems or meet the stipulated conditions may face cancellation of their examination centre status for both theory and practical examinations. The council may also report defaulting institutions to the state government for appropriate action.
