DEA Cites Graft in 1985 Camarena Murder

MEXICO · DEA

The head of the US Drug Enforcement Administration (DEA) said on Monday 19 October 2026 that agent Enrique “Kiki” Camarena was captured, tortured and killed in Mexico under corrupt Mexican authorities, putting the Camarena murder of 1985 back in the news. Terrance Cole spoke at a fentanyl press conference in Wilkes-Barre, Pennsylvania, while urging Americans to back Red Ribbon Week, the drug-prevention campaign named in Camarena’s memory.

For US readers the remark lands days before Red Ribbon Week, 23 to 31 October, when communities and schools hold prevention events in red. It also comes while Rafael Caro Quintero, the Mexican trafficker the DEA says it believes is responsible, faces plea talks and a trial date of 8 March 2027 in a Brooklyn federal court.

Cole named no Mexican official, Proceso noted, and the coverage reviewed does not show any new evidence behind the remark. The DEA’s own Justice for Kiki page says the agency believes Caro Quintero is responsible for the brutal torture and murder of Camarena.

What Cole Said About the Camarena Murder

Cole spoke at the Luzerne County Courthouse in Wilkes-Barre, where Senator David McCormick, a Republican from Pennsylvania, hosted a roundtable and news conference with US Attorney General Todd Blanche, WVIA public media reported. Cole used the Camarena case to promote Red Ribbon Week, which the DEA says runs from 23 to 31 October 2026.

Mexican outlets including Proceso, MVS Noticias and El Universal rendered his words in Spanish, and we translate them back as saying Camarena was captured, tortured and murdered in Mexico “under the corruption of Mexican authorities” in the early 1980s. We did not find an English transcript or video, so the wording here is the Mexican press version.

Cole also warned traffickers abroad that whether they are in Colombia, Mexico or Central America, the DEA will hunt them down, WVIA quoted him as saying. He credited the agency with keeping about 14 million fentanyl pills every two months off US streets last year, a figure reported by the Times Leader of Wilkes-Barre.

In Pennsylvania the DEA has seized about 180 kilograms (397 lb) of fentanyl, 400 kilograms (882 lb) of methamphetamine and 1,000 kilograms (2,205 lb) of cocaine, according to WVIA. The coverage does not say over what period those seizures were made.

Who Enrique Camarena Was

The DEA says Enrique Camarena was born on 26 July 1947 in Mexicali, Mexico, and served as a special agent who worked out of the DEA’s Guadalajara Resident Office. He was 37 years old when he died.

The DEA says he was kidnapped on 7 February 1985 while on his way to a lunch with his wife, and that his body was found on 5 March 1985. The agency believes he was killed two days after the kidnapping.

Mexican outlets link his work to the November 1984 destruction of the El Búfalo marijuana plantation in Chihuahua state, a blow to the Guadalajara Cartel. That group, which Proceso and MVS Noticias say was led by Caro Quintero, Ernesto Fonseca Carrillo and Miguel Ángel Félix Gallardo, ran drug trafficking from Mexico into the United States.

Proceso adds that the killing set off a diplomatic crisis between Mexico and the United States and an offensive against the cartel’s leaders. El Financiero says the DEA’s case page calls Caro Quintero one of its most wanted men for more than 40 years.

The Corruption Claims Behind the Case

Cole named no official, but the idea that Mexican officials protected the cartel behind the Camarena murder is not new. In 1990 a federal grand jury in Los Angeles charged Manuel Ibarra Herrera, a former head of Mexico’s Federal Judicial Police, and Miguel Aldana Ibarra, a former head of Interpol in Mexico, over their alleged part in the plot, La Razón and Proceso report.

Those charges are allegations as relayed by the Mexican press, and the coverage reviewed does not say how the cases ended. Cole’s remark, as reported, does not accuse any named person.

In a July 2016 interview with Proceso, Caro Quintero denied killing Camarena while asking forgiveness from the DEA and the US government. He has pleaded not guilty in New York, where he is presumed innocent until a court decides otherwise.

Where the Caro Quintero Case Stands

Mexican marines captured Caro Quintero in Sinaloa state in July 2022, and Mexico handed him to US authorities in February 2025 as part of a transfer of 29 suspected cartel members, Proceso reports. He faces charges in the federal court for the Eastern District of New York, in Brooklyn, that include his alleged responsibility for the Camarena killing.

At a hearing on 14 October 2026 before Judge Frederic Block, both sides said talks on a possible change of plea continue, and the prosecutor said nothing had been offered or accepted, Proceso reports. The next hearing is on 20 November 2026, defence motions are due on 18 December, and the trial is set for 8 March 2027, La Razón reports.

Our earlier report, Mexican Drug Lord Caro Quintero Weighs Plea, covers that hearing in more detail. Cole’s comment adds the DEA view of the Camarena murder to a trial that has not yet started.

What It Means for You

If you follow US drug policy, expect Camarena to feature in Red Ribbon Week events from 23 to 31 October and in DEA messages that link its work abroad to fentanyl at home. Cole’s warning that the DEA will pursue traffickers in Mexico, Colombia and Central America matches the line the Trump administration takes on cartels it calls foreign terrorist organisations, El Universal notes.

For travellers and residents in Mexico, the remark concerns a 1985 case, and we found no new travel rule or security advice tied to it. Our Mexico Security and Crime Explained 2026 guide and our Guadalajara city guide cover current conditions, including in the city where Camarena was based.

For investors and businesses, US-Mexico ties already run through trade, security and politics, which our Mexico Geopolitics 2026 pillar and Mexico 2026 Explained lay out. A public US claim of historic Mexican corruption adds one more line to that file, though the sources show no policy decision tied to it.

What Is Not Known

The English wording of Cole’s remark could not be confirmed, because the DEA press page and the Pennsylvania local coverage reviewed did not carry it, so the quotes here are the Mexican press version. The sources also do not show whether the remark was prepared or made on the spot, or whether it rests on new evidence.

No reply from the Mexican government or from President Claudia Sheinbaum had been found by Tuesday 20 October 2026. One Mexican outlet gives 8 February 1985 for the kidnapping, while the DEA says 7 February, which is the date we use.

It is not known whether Caro Quintero will change his plea, because the prosecutor said on 14 October that nothing had been offered or accepted. It is also unknown whether Cole’s words on the Camarena murder signal any new US step on Mexican officials of that era.
