IMPHAL, Oct 12: The People’s Progressive Alliance Manipur (PPAM) has raised strong objections against any attempt to appoint State Information Commissioner (SIC) Nungshitombi Athokpam to the post of State Chief Information Commissioner (SCIC).
A memorandum submitted by PPAM to the Governor appealed to the Government not to appoint Nungshitombi Athokpam to the post of SCIC or assign additional charge of in-charge responsibilities of the office of SCIC to her.
The memorandum alleged that a complaint had been lodged with the Vigilance Department against Nungshitombi Athokpam’s functioning as Joint Secretary of the Manipur Human Rights Commission (MHRC) and exercising official powers in that capacity.
There is also another complaint regarding misuse of Rs 53.41 lakh during 2010-2017 when Nungshitombi Athokpam was functioning as the Drawing and Disbursing Office of the MHRC, according to the memorandum.
It said that entrusting temporary officiating or in-charge responsibilities to a sitting State Information Commissioner against whom complaints involving alleged administrative irregularities and financial misconduct have been reported raises legitimate questions of institutional propriety and public confidence.
