Jakarta (ANTARA) - Indonesia's bid to become a developed nation by 2045 hinges on households, but programs to reach them are stretched: in East Nusa Tenggara's Sikka District, 24 family planning field officers oversee 147 villages.
The figures, revealed at a December 2025 meeting between the Population and Family Development Ministry and district officials, mean six villages per officer, triple the ideal of one for every two.
The same meeting brought good news: Sikka's total fertility rate has dropped to 2.18, meeting the national target. Such facts show policy direction is clear and results are emerging, but channels to households remain narrow.
The 2025-2045 National Long-Term Development Plan names the quality of human resources as the primary requirement for Indonesia to become a developed nation.
Yet the key factors shaping human capital are largely forged long before a person enters the workforce. Nutrition, parenting and parental decisions in early childhood set the trajectory for a child's growth.
The ministry applies this logic through a life-cycle approach in the Family Development, Population and Family Planning Program, including the Foster Parent Movement to Prevent Stunting, covering nutrition for pregnant women, nursing mothers and toddlers.
The Childcare Center (Tamasya) program offers daycare for working parents, and the Indonesia Exemplary Father Movement (GATI) encourages paternal involvement. Adolescents get the Planned Generation (GenRe) and Population-Aware School (SSK) programs.
The Empowered Elderly (Sidaya) initiative helps seniors stay healthy and productive. Together, the programs span life stages from pregnancy to old age, and their success hinges on services actually reaching the families that need them.
A narrowing window
The case for a family-centered approach shows in demographics. The generation set to anchor the economy in 2045 is today's toddlers and adolescents, whose potential is shaped by what happens at home now.
The 2024 Indonesian Nutritional Status Survey (SSGI), the national baseline, showed stunting prevalence fell from 21.5 percent to 19.8 percent. The government aims for 17.5 percent in this year's survey and 14.2 percent by 2029.
Ministry of Health data show 16 provinces account for roughly 80 percent of national stunting cases, with the poorest households bearing the highest burden at a prevalence of 29.8 percent.
The data also show stunting prevalence rising sharply once children begin complementary feeding (MPASI). Third-quarter 2025 monitoring recorded about 10 percent among infants aged 0-5 months, nearly doubling to almost 20 percent at 12-23 months.
Iwan Ariawan, who led the 2024 SSGI expert team at the University of Indonesia, said poverty explains only about 31 percent of variation in prevalence across provinces. Complementary feeding coverage matters most in reducing stunting.
Starting at home
Coverage limits many programs. In vast regions like Sikka, the bottleneck is a shortage of field staff. In cities and suburbs such as Depok, Bekasi and Tangerang, high mobility makes reaching families at home difficult.
As a result, many households have yet to be reached by government family development programs.
Parents can still play a proactive role. Most of the crucial steps to prepare children for the Golden Indonesia 2045 vision, which aims to make the country developed, can be taken at home.
For toddlers, the most decisive point is the dinner plate at six months. The Health Ministry cites research across 49 countries on roughly 130,000 children aged 6-23 months linking stunting to low animal protein intake.
Among animal protein sources, eggs are often considered one of the most affordable options.
A healthy plate must be paired with regular monitoring. Monthly weigh-ins and growth tracking at neighborhood integrated health posts (posyandu) help parents spot growth faltering before it becomes critical.
A parent's lap matters as much as the plate. In June 2026, the Indonesian Pediatric Society (IDAI) advised against any screen time for children under two, warning that device use contributes to developmental delays.
For children aged 2 to 4, the World Health Organization (WHO) recommends no more than one hour of screen time daily. It encourages caregivers to read, sing and tell stories, building vocabulary and emotional bonds.
Present fathers
Fathers' role is often overlooked, yet critical. Data cited by various institutions show about 15.9 million children lack an active father: 4.4 million have no father, 11.5 million have fathers working over 60 hours weekly.
A father's presence is measured by consistent daily habits, not quantity of time. Examples include school drop-offs, family dinners with phones away from the table, feeding toddlers or reading bedtime stories.
Taking this role can be hard for full-time working fathers, especially in big cities, but these habits build the foundation for how children learn responsibility and emotional regulation.
For teenagers, parents shift from caregiving to guidance. The WHO recommends adolescents get at least 60 minutes of physical activity daily. Adequate sleep, vital for focus and mental health, is easily eroded by screen time.
Family agreements on screen time and bedtimes beat unilateral bans. Teens need a safe space to discuss their future, including when to start a family. Law No. 16/2019 sets the minimum marriage age at 19.
Golden Indonesia 2045 is built on small decisions in millions of homes: an egg on a plate, a phone put away at dinner, a father home early. Government helps; the work is done at home.
