Qatar-based Power International Holding is involved in developing two gas-processing plants at Kazakhstan’s Kashagan field and a major gas pipeline project, building on its investment in the country’s energy and telecommunications sectors.
Kazakhstan’s Prime Minister Olzhas Bektenov met Power International Holding (PIH) Chairman Moutaz Al Khayyat and President and Group CEO Ramez Al Khayyat on Thursday to review the progress of the company’s projects in the country.
PIH is involved in developing two gas-processing plants at Kazakhstan’s Kashagan field, with planned annual capacities of one billion and 2.5 billion cubic metres. Installation work is underway at the first plant, with delivery of its main equipment nearing completion. Operations are expected to begin in 2027.
The Qatari holding is also participating in the second section of the Beineu–Bozoy–Shymkent gas pipeline, described by the project operator as the largest natural gas pipeline project in the history of independent Kazakhstan.
Kazakhstan’s prime minister called for closer coordination to keep the projects on schedule and pledged government support to address any obstacles. PIH’s representatives reaffirmed the company’s commitment to delivering the agreed projects and expressed interest in further cooperation, particularly in telecommunications.
Expanding its presence in Kazakhstan
PIH’s latest discussions with the Kazakh government build on its investment in the country’s telecommunications sector.
In 2024, state-controlled Kazakhtelecom agreed to sell Mobile Telecom-Service, which operates the Tele2 and Altel brands, to PIH for $1.1 billion. Kazakhstan’s government said the Qatari holding had also committed to expanding the company’s network.
PIH’s international portfolio
PIH was ranked seventh in Forbes Middle East’s Top 100 Arab Family Businesses for 2026, making it the highest-ranked Qatari group on the list.
The privately owned conglomerate operates across 25 countries, with interests spanning energy, construction, healthcare, agriculture, telecommunications, real estate and hospitality. Its portfolio includes companies such as UCC Holding, Baladna, Estithmar Holding, Assets Group and Aura Group.
Through companies within its wider portfolio, PIH has also entered major government-backed projects elsewhere in the region. These include the $4 billion redevelopment of Damascus International Airport and Baladna’s $3.5 billion dairy venture developed in partnership with the Algerian state.
