When Rahul Gandhi marched towards the Supreme Court against Chief Election Commissioner (CEC) Gyanesh Kumar on Monday, the Congress leader was not just taking the fight to the Election Commission of India (ECI). Marching alongside him was Neha Bora, president of All India Students' Association (AISA) and one of the most recognisable faces from the Cockroach Janta Party's (CJP's) July protest movement.
Rahul Gandhi left no stone unturned to highlight Neha Bora's presence during the march. At times, he rested his hands on the shoulders of the 29-year-old and his sister and Wayanad MP, Priyanka Gandhi Vadra. While even veteran Congress leaders followed behind Rahul Gandhi, both women marched alongside him.
The place of prominence granted to Neha Bora begs a question. Is Rahul Gandhi trying to build a wider opposition front by taking over a protest movement that was running parallel to his? The issues were the same, and some believed that the rise of the cockroaches was a challenge to his leadership to lead a unified fight against the Bharatiya Janata Party (BJP).
However, on Monday, New Delhi's streets were the political stage and Rahul Gandhi the director.
In the morning, Rahul Gandhi and other Opposition leaders sought a meeting with Chief Justice of India (CJI) Surya Kant to submit a memorandum over alleged irregularities involving the Election Commission of India (ECI), headed by CEC Gyanesh Kumar. After the meeting did not materialise, Rahul Gandhi held a press conference and marched towards the Supreme Court to file a petition.
Congress workers, Youth Congress members and National Students' Union of India (NSUI) members packed parts of central Delhi. But amid the familiar spectacle of the Gandhi siblings leading a political mobilisation, one presence stood out. Neha Bora, president of AISA, a Left-affiliated student organisation, appeared alongside and in a prominent position at the march.
The optics were striking and surprising. For months, Neha Bora had been seen alogside the CJP-led agitation at Jantar Mantar. Her appearance alongside the Congress leadership raises the possibility that Rahul Gandhi is drawing into his orbit one of the most visible faces of a youth-led protest movement that has increasingly competed with him for opposition space.
IS NEHA BORA THE BRIDGE BETWEEN CONGRESS AND THE CJP
Neha Bora's political significance lies in the fact that she is not a newcomer to the CJP's protest movement. A Jawaharlal Nehru University (JNU) PhD scholar, she emerged as a prominent activist during the CJP-led protests in July against alleged irregularities in the NEET-UG examination and broader concerns about the education system. Her participation in hunger-strike actions alongside activist Sonam Wangchuk and other AISA activists further raised her profile.
She was also among the young activists who appeared alongside Rahul Gandhi at a press conference on July 25, where the Congress leader highlighted alleged police excesses against protesters during the July 20 march to Parliament. In other words, Neha Bora's association with the Congress leadership predates Monday's march.
She has remained connected to the CJP leadership, too. From its early demonstrations in June to the planned October 10 protest, Neha Bora has appeared in the same political space as CJP leaders Abhijeet Dipke, Saurav Das and Ashutosh Ranka. She also participated in a joint press conference with Das and Ranka ahead of the October 10 mobilisation.
It is also important to note that Neha Bora, even after being on a hunger strike during the CJP's July agitation, till the last phase was not given a prominent platform by the CJP leaders.
However, her rise started after Dharmendra Pradhan was forced to resign as the Union Education Minister.
As AISA's National President, she toured different parts of the country and tried to motivate the Left's grassroots cadre. This outreach after the CJP protest made Neha Bora even more popular on social media with her fiery speeches against the BJP-led establishment going viral.
These developments make the activist from the Left school of ideology an unusual figure in an opposition landscape increasingly marked by competing centres of protest. She has credibility within the Left-affiliated student movement, visibility among young protesters and access to the Congress leadership. These connections make her a potential bridge between the two camps, even if they do not establish that she is formally coordinating their strategies.
For Rahul Gandhi, that bridge could be politically valuable. If Congress can bring student activists associated with the CJP's agitation into its own demonstrations, it can broaden its mobilisation while making it harder for a rival protest platform to claim exclusive ownership of youth-led agitation.
WHO OWNS THE YOUTH-LED PROTEST MOVEMENT IS A VITAL QUESTION NOW
The contest is not simply about who can assemble the larger crowd. It is also about who gets to define the political message, command public attention and emerge as the principal face of resistance to the Prime Minister Narendra Modi-led government.
The CJP, led by Dipke, Das and Ranka, has built its identity around street mobilisation and an energetic social media following. Its agitation has drawn support from Left-affiliated student groups and activists. Yet the movement has also operated in a competitive political environment, with its relationship with the Congress and the Aam Aadmi Party (AAP) remaining complicated.
The CJP and Rahul Gandhi have continued to organise protests separately, despite their overlapping opposition to the BJP-led government. Neither side has managed to turn that shared opposition into a visibly unified protest platform. Their supporters have sometimes traded barbs, with AAP leaders also questioning demonstrations they believe have become too centred on Rahul Gandhi.
Just a week earlier, CJP's top trio and Congress leaders had indulged in an altercation on social media.
The October 10 detention of CJP leaders and the disruption of their planned mobilisation added another complication. While the CJP's next move remained tied to securing permission for another protest, Monday's Congress-led march offered a much larger platform for Rahul Gandhi to project himself as the face of a nationwide challenge to the Election Commission.
At his press conference, Gandhi insisted that the protests against the CEC and the Modi government were not parallel agitations but part of one larger struggle. The message was one of unity. The political optics, however, also strengthened his claim to lead that struggle.
And this is where Neha Bora's presence matters. A familiar face from the CJP's protest ecosystem appearing alongside the Congress leadership allows Rahul Gandhi to project a broader coalition without necessarily bringing the CJP leadership itself into the frame.
The AAP has been missing from the Congress-led protests. However, it has been rallying behind the CJP leadership, providing crucial support whenever needed.
CJP AND CONGRESS: A FRAGILE CHANNEL AND NOT A FORMAL ALLIANCE
The possibility of communication between the two camps was discussed on Neta Nagri, a weekly political show by India Today Digital's sister venture, The Lallantop.
India Today TV's Correspondent Amit Bhardwaj called the CJP a pressure group and said communication channels between it and the Congress appeared to be developing, even as the exchanges between their supporters on social media complicated the process.
Bhardwaj singled out Neha Bora as a potentially important figure. "Neha Bora is acceptable to the CJP, ideologically committed and increasingly popular, while noting her links to Rahul Gandhi's office," he said.
The India Today TV's correspondent suggested that Neha Bora could facilitate communication between Congress and the CJP, but cautioned that the channel remained fragile.
For now, there is no clear evidence that Rahul Gandhi's Monday strategy to include Neha Bora was designed specifically to undercut the CJP. But the significance of the posturing is harder to dismiss.
Congress has a national organisation, established leadership and a much larger platform. The CJP has the energy of a newer pressure movement, a dedicated online following and activists who have helped keep street protests alive.
If the Congress can absorb the latter's energy into its own political mobilisation, Rahul Gandhi stands to gain much politically. But it is the AAP, and not the Congress, that has been seen to be backing the CJP.
It is also important to note that the BJP, meanwhile, benefits when rival opposition camps spend more energy contesting one another's legitimacy than coordinating their campaigns.
Neha Bora could be a potential bridge between the CJP and the Congress. But Monday's march also showed how a bridge can change the balance between the chasms it could be connecting. The question is whether Rahul Gandhi is building a common front against the BJP or trying to be the principal beneficiary of a protest movement that once threatened to develop a political identity of its own.
