The Senate on Tuesday passed two key amendment bills aimed at boosting local manufacturing capacity and modernizing Nigeria’s public procurement practices.
The passed pieces of legislation are the Raw Materials Research and Development Council Act (Amendment) Bill, 2026 and the Chartered Institute of Purchasing and Supply Management of Nigeria Establishment Act (Amendment) Bill, 2026.
The passage followed a motion to rescind the Senate’s earlier decisions on the bills and recommit them to the Committee of the Whole for legislative review, after President Bola Ahmed Tinubu raised fundamental observations.
Moving the motion, Senate Leader Opeyemi Bamidele explained that while both bills had previously been passed by the National Assembly and transmitted to the President for assent, legal review by the Federal Ministry of Justice identified key technical and drafting issues requiring clarification.
Following the President’s observations, a technical committee comprising members from both chambers of the National Assembly and legal drafting experts reviewed the bills to ensure alignment, legal clarity, and structural consistency.
“The exercise was necessary to ensure legal clarity, consistency, and proper drafting before the bills were passed, ” Bamidele stated during plenary.
Our correspondent reports that some of the key provisions of the legislation include the Raw Materials Research and Development Council Act (Amendment) Bill which was designed to safeguard and advance local manufacturing and processing industries, reducing dependence on imported raw materials and the Chartered Institute of Purchasing and Supply Management Act (Amendment) Bill aims to align Nigeria’s procurement laws and professional practice with evolving global standards.
