Guinea ratifies road loan of 300 million euros (about US$336 million) to pave a highland road from Labé to Tougué in the north. The decree was read on national television, and Guinéenews reported it on Saturday 24 October 2026.
For US readers, the deal shows Guinea turning to Moroccan, Gulf and Chinese banks to finance roads. It also adds to Guinea’s debt as the country waits for revenue from the Simandou iron ore mine.
What the Decree Ratified
With the decree, Guinea ratifies road loan terms agreed between the government and several international banks for the Labé-Tougué national road. The decree was read out on national television, according to Guinéenews, a pioneer of online news in Guinea.
Finance minister Mariama Ciré Sylla and infrastructure minister Facinet Sylla signed the financing agreement on 22 July 2026 in Conakry, the capital. At that signing, Facinet Sylla said the agreement would take effect only after ratification.
Who Is Lending the Money
Bank of Africa United Kingdom PLC acts as the lead arranger of the 300 million euro (about US$336 million) syndicated loan. A syndicated loan is a single loan shared among several banks, and this one brings together lenders from Africa, the Gulf and China.
Guinéenews lists Africa Finance Corporation, ABC Islamic Bank, Bank of Africa and Bank of China among the lenders, alongside banks from Kuwait and Abu Dhabi. Africa Finance Corporation is a Lagos-based investor in African infrastructure that is owned by African governments and institutions.
The Road From Labé to Tougué
The project covers 148.86 km on national roads 27 and 28, plus a spur of 11.44 km from Banti to Koubia on national road 34. Together that makes about 160 km of new asphalt in the Fouta Djallon highlands.
The plan includes a 200-metre bridge over the Bafing river, surfaced with bituminous concrete. The infrastructure minister said the prefectures of Tougué, Koubia and Bafing have never had a paved road since independence in 1958.
Islamic Finance and a First for Guinea
Bank of Africa said the operation is Guinea’s first appearance in the international syndicated loan market. It also includes an Islamic tranche of the Murabaha type, a cost-plus sale structure used in Islamic finance.
The Islamic Corporation for the Insurance of Investment and Export Credit, known as ICIEC, partly insures the loan. The finance minister said both Bank of Africa United Kingdom and ICIEC are working in Guinea for the first time.
Why the Road Matters for Simandou 2040
The government presents the road as part of Simandou 2040, the president’s long-term development programme built around the giant Simandou iron ore mine. Finance minister Sylla said the road will bring farmers closer to markets and cut transport costs in a region of farming, herding and mining potential.
The central bank governor expects Simandou to pay the state about US$2.5 billion by 2040, the Rio Times reported on Wednesday 21 October. The government says it will borrow only for productive investment and keep debt sustainable.
What It Means for US Readers
American contractors should note that this road is financed by banks from Morocco, the Gulf, pan-African institutions and China, not Western lenders. Guinea is also drawing British interest, as the UK investment goal of about US$3.6 billion announced on 21 October showed.
For investors in Guinean debt, the loan is a new claim on state finances that arrives before the mining revenue. The road may also lower costs for any foreign firm that wants to reach farms and mines in the north.
What Is Not Known
The interest rate, the repayment period and the grace period of the 300 million euro (about US$336 million) loan have not been made public. Bank of Africa’s own statement, carried by Morocco’s Challenge magazine, gave the size as US$300 million, while Guinéenews and the decree report speak of euros.
The decree report does not say whether Parliament voted, although Facinet Sylla mentioned parliamentary ratification in July. The date when construction starts has not been announced, and the decree report does not say when repayments begin.
