President of Uzbekistan Shavkat Mirziyoyev reviewed a presentation on introducing green technologies in greenhouse operations and ensuring their environmentally safe functioning. The presentation outlined proposals to provide tax benefits, subsidies, grants and concessional loans to support the modernization of greenhouses located on household plots.
Under the proposed measures, land and property taxes for household greenhouses would be reduced by 50% until 2030, while greenhouse operations would be exempt from turnover tax. The government also plans to subsidize 50% of electricity costs associated with energy-efficient systems.
Additionally, grants of up to UZS 100mn (over $8,400) are being considered for households in Tashkent and surrounding areas to install green energy sources and energy-efficient equipment. Concessional loans of up to UZS 300mn (over $25,000) are planned for the construction of new environmentally friendly greenhouses, while loans of up to UZS 150mn (over $12,000) would be available for modernizing existing facilities.
The proposals also include establishing environmentally safe greenhouses for low-income families in 50 neighborhoods specializing in greenhouse farming. The presentation proposed introducing a special environmental regime for greenhouses operating in Tashkent and five adjacent districts.
Under the proposed framework, greenhouses would be able to use natural gas, electricity, geothermal energy, solar energy and waste heat from thermal power plants for heating.
At the same time, burning tires, plastics, bitumen, fuel oil, used oil and other waste materials would be prohibited. Greenhouses currently using solid fuels would be required to switch to environmentally friendly energy sources by December 1, 2026.
