While the Opposition is taking its fight over alleged voter-list irregularities to the streets and the Supreme Court, the BJP is stepping up its grassroots preparations in Uttar Pradesh, focusing on booth-level mobilisation and community outreach ahead of the next phase of political activity.
The party will bring together 266 organisers in Varanasi on October 14 and 15 for a strategy session covering 142 Assembly seats across the Kashi and Goraksh regions. The meeting comes ahead of expected visits by Prime Minister Narendra Modi, Union Home Minister Amit Shah and other senior BJP leaders from around mid-November.
The BJP’s organisational push comes as INDIA bloc parties demand Chief Election Commissioner Gyanesh Kumar’s resignation over alleged irregularities in electoral rolls. On October 12, Opposition leaders marched towards the Supreme Court, seeking scrutiny of revisions that critics claim have led to the deletion of more than 130 million names from voter lists.
The two developments reflect different approaches to the political contest taking shape: the Opposition is challenging the electoral process, while the BJP is working to strengthen its organisational network on the ground. Whether either strategy translates into political gains remains to be seen.
BJP STRENGTHENS ITS GROUND GAME
Around 266 Assembly-level in-charges and Vistaraks are expected to attend the Varanasi meeting, which will cover 142 constituencies across Kashi and Goraksh. According to party sources, 133 seats will receive immediate attention, including 71 in Kashi and 62 in Goraksh.
The focus will be on strengthening the organisational chain down to Shakti Kendras and individual booths, improving coordination between local workers and Assembly-level leadership, and ensuring that the party’s messaging reaches voters at the grassroots.
The exercise is aimed at building a network that can translate decisions taken by senior leaders into sustained local activity. Beyond campaign speeches and political messaging, the BJP is looking to ensure that its workers are prepared to engage voters directly in their constituencies.
The emphasis on booth management also places local organisation at the centre of the party’s preparations ahead of the expected visits by its senior leadership.
BJP’S SARV-SAMAJ OUTREACH
Alongside its organisational push, the BJP is preparing a Sarv-Samaj outreach drive aimed at engaging different social groups across Uttar Pradesh. According to party sources, the initiative will cover 43 communities, with meetings planned at booth and Shakti Kendra levels.
The outreach is intended to broaden the party’s engagement beyond its existing organisational network. Its effectiveness will depend on whether the planned meetings lead to sustained engagement with communities and help local workers communicate the party’s message at the constituency level.
Booth management and community outreach will therefore form the twin pillars of the Varanasi deliberations, as the BJP seeks to reinforce its local presence before the next phase of political activity.
BL SANTHOSH, VINOD TAWDE TO LEAD SESSIONS
BJP National General Secretary (Organisation) BL Santhosh, Uttar Pradesh in-charge Vinod Tawde and state General Secretary (Organisation) Dharampal Singh will oversee the two-day deliberations.
The meeting will feature six sessions covering worker mobilisation, organisational coordination, the achievements of the central government and the Yogi Adityanath government, and issues likely to shape the election campaign.
The discussions are expected to focus on aligning local workers and leadership with the party’s organisational priorities and campaign messaging. The objective is to ensure that the political narrative set by senior leaders is carried through the party’s network to individual booths.
PM MODI, SHAH EXPECTED TO VISIT FROM MID-NOVEMBER
The Varanasi meeting is expected to precede a fresh round of visits to Uttar Pradesh by PM Modi, Shah and other senior BJP leaders. According to party sources, these visits are likely to begin around mid-November, after the festive season.
Ahead of these visits, the party is focusing on tightening coordination between organisational units, activating booth-level workers and preparing its community outreach network. The aim is to have the grassroots machinery in place before senior leaders step up their political activity in the state.
The strategy session is thus part of a broader effort to align the BJP’s local organisation with its anticipated campaign activity, ensuring that visits by senior leaders are backed by a network of workers on the ground.
STREET PROTESTS VS BOOTH-LEVEL MOBILISATION
The coming weeks will test two different political strategies. The Opposition is seeking to build pressure on the Election Commission through protests and a legal challenge over electoral-roll revisions, while the BJP is concentrating on strengthening its booth-level network and widening its community outreach in Uttar Pradesh.
For the Opposition, the challenge is to turn its allegations and institutional challenge into a response to its demands. For the BJP, the test will be whether its organisational preparations translate into sustained engagement with voters.
As the Opposition presses its case against the Chief Election Commissioner in Delhi, the BJP is working to consolidate its ground game in Uttar Pradesh. Which approach will have the greater political payoff will depend on what each side can achieve beyond its immediate mobilisation.
