(ANSA) - ROME, 20 OTT - The preventive detention of known or suspected troublemakers ahead of problematic demonstrations will be extended to minors too, Premier Giorgia Meloni said in a video illustrating the decisions taken by cabinet in its new security and juvenile crime decree following shocking riots in Milan and other cities at the weekend.
"Currently, for a youth between the ages of 14 and 18, the State must prove in every instance that the individual was capable of understanding what they were doing.
"We had already approved a provision that reverses this principle—establishing a presumption that the individual was capable of understanding their actions, unless proven otherwise.
"That provision is currently before Parliament, but with today's decree, it becomes effective immediately.
"Furthermore, pretrial detention—which until now applied only to adults—will now also be applicable to minors." (ANSA).
