Punjab has abolished the traditional deed-writing system, allowing only registered Arazi Muawins to prepare legal documents under a new province-wide arrangement. The system officially took effect on Monday, October 12, 2026, introducing stricter rules for people working in land documentation. Individuals who have not registered as Arazi Muawins, or land assistants, can no longer legally prepare deeds. The government has also introduced online registration to regulate the profession and modernise the process.

Under the new arrangement, aspiring Arazi Muawins can apply for registration through a designated website. Authorities have also introduced different monthly subscription packages for registered land assistants. Moreover, newly registered deed writers must possess modern biometric machines as part of the registration requirements. The measure makes biometric verification a mandatory feature of the updated system.

Officials reported that Lahore currently has only 138 registered Arazi Muawins. With the new rules now in force across Punjab, unregistered individuals cannot prepare legal deeds. Consequently, people working in the field must complete the registration process to continue providing deed-writing services. The change replaces the previous system with a regulated framework based on registration and digital procedures.
The Punjab government says the reforms aim to improve transparency in land-related transactions and documentation. Officials also expect the new system to strengthen citizens’ property rights and make land record services more reliable. In addition, online registration is intended to provide a more modern process for people entering the profession. The province-wide changes mark a significant shift towards regulating deed writers and digitising land-related services.
