Kamala Harris has a message for Washington: the clock on artificial intelligence rules is running, and it does not pause for politics.
Speaking on October 14, 2026, at the Asan Institute for Policy Studies in Seoul, the former US vice president warned that the opportunity to build internationally recognized AI safeguards is shrinking. Her proposed fix involves the one partner many in Washington would rather not call: China.
Three risks and one awkward phone call
Harris framed her case around three threats she described as existential.
The first is cybersecurity. The second is the possible arrival of AI-enabled weaponry. The third is the prospect of AI systems slipping beyond human oversight.
Her central argument was that the US has to actively engage China to set shared international standards and rules for the technology. She pitched this as compatible with rivalry, not a replacement for it.
The pitch rests on a simple premise. If the world’s two largest AI powers write separate rulebooks, the gaps between them become the places where the biggest risks live.
A consistent drumbeat since September
The Seoul address was not a one-off. It builds on positions Harris laid out in September 2026.
In that earlier statement, she called on Congress to create a new federal oversight body for frontier AI models. Frontier models are the most advanced, most capable systems at the cutting edge of the field.
She also pushed in September for an international treaty governing AI development, with negotiations that would include China. Seoul gave that treaty idea a bigger stage and a sharper sense of urgency.
She is not alone in that push. On September 23, 2026, more than 15 Senate Democrats, led by Sen. Chris Van Hollen, urged Trump to negotiate AI guardrails with China.
The political backdrop
Harris’s rhetoric draws a clear contrast with Trump, who has dismissed AI safety concerns.
Her Seoul speech also reinforces a foreign policy and technology governance agenda heading toward the 2028 Democratic primaries. Choosing an overseas venue for a speech on global rules is itself a signal about how she wants to be seen.
What this means
For the AI industry, the immediate impact is about expectations rather than rules. Harris holds no office that can write regulation today, and Congress has not acted on her September proposals.
When a prominent Democrat and a bloc of more than 15 senators converge on the same idea, it becomes harder to dismiss as fringe.
The China piece is the hardest part, and the most consequential. US-China relations on technology have been defined largely by competition, so any serious cooperation on AI would mark a notable departure.
Whether that happens depends on who holds power in Washington. With Trump dismissive of AI safety concerns, the Van Hollen letter and Harris’s speech function more as markers for a future debate than as near-term policy.
What to watch: whether Congress takes up a federal frontier AI overseer, whether the White House responds to the Senate Democrats’ September 23 request, and whether AI safety becomes a defining issue as the 2028 Democratic field takes shape.
