Mogadishu (HOL) — Somalia’s Supreme Court has formally certified the results of Hirshabelle State’s parliamentary elections, confirming the Justice and Unity Party’s (JSP) victory with 78 of the 99 seats in the regional assembly.
In a decision dated Oct. 19, 2026, the court said it had reviewed the election documents and procedures submitted by the National Independent Electoral and Boundaries Commission (NIEBC) and found that the results met the legal requirements for final certification.
“No legal challenges had been filed against the Sept. 30 elections within the procedures established under Article 73 of the National Electoral Law, Law No. 28 of Nov. 23, 2024,” the court added.
It cited Article 7(1)(f) of the electoral law, which authorizes the commission to announce provisional election results while reserving final certification for the Supreme Court.
The court also said the commission’s request for certification complied with Article 7(1) of the Supreme Court’s procedures governing election result certification and electoral disputes, issued July 28, 2026.
Earlier this month, NIEBC Chairperson Abdikarim Ahmed Hassan announced the results of elections for Hirshabelle’s House of Representatives and local councils, held across 10 districts.
According to the commission, 114,633 votes were cast in the parliamentary election, of which 112,451 were valid and 2,182 were rejected.
Thirteen political organizations competed for the 99 parliamentary seats.
The Justice and Unity Party (JSP), led by President Hassan Sheikh Mohamud, secured 78 seats, giving it a substantial majority in the regional assembly.
The remaining seats were distributed among several political organizations. Karaama won six seats, Iftiin Qaran five, Sincad three, and the Somali Democratic Party and Ramaas two each. Tiir, Madalsan and Muwaadiniinta Soomaaliyeed secured one seat each.
The Somali People’s Party, Saab, Dan Shacab and Dhalinyarada Talo Qaran failed to win any seats.
The Supreme Court’s decision finalizes the parliamentary election results announced by the electoral commission and completes the judicial certification stage of Hirshabelle’s electoral process.
