The Ministry of Foreign Affairs of Moldova declared a staff member of the Russian Embassy in Chișinău persona non grata after an explosive-laden Russian strike drone crashed on Moldovan sovereign territory, the ministry announced on Friday, Oct. 23.
In an official diplomatic declaration, Moldovan authorities described the incident as a direct infringement on national sovereignty and public safety resulting from Moscow’s ongoing hostilities against neighboring Ukraine.

“This incident is a serious violation of the sovereignty and security of the Republic of Moldova and poses a direct threat to the safety of citizens. Such actions are unacceptable and once again demonstrate the risks associated with the aggressive war of the Russian Federation against Ukraine,” the ministry stated.
The diplomatic body demanded that Moscow immediately halt cross-border aerial incursions and activities that undermine regional security.
“In this context, as a retaliatory measure, an employee of the Embassy of Russia in Chișinău will be declared persona non grata,” the ministry added.
Sandu condemns strike drone impact
Moldovan President Maia Sandu confirmed that the downed munition was identified as a Russian-operated Geran-type loitering munition that breached Moldovan airspace before falling in proximity to civilian residential quarters and a utility facility.
Writing on X, Sandu criticized the recurring hazards posed to Moldovan non-combatants.

Moldovan law enforcement agencies and specialized explosive ordnance disposal (EOD) detachments secured the impact area to neutralize remaining ordnance and conduct forensic evaluations on the wreckage.

Cross-border checkpoint security
The diplomatic expulsion coincides with discussions between Chișinău and Kyiv to reorganize joint border administration to protect personnel and travelers from Russian standoff strikes along the Moldovan-Ukrainian frontier.
Moldovan Interior Minister Daniela Misail-Nikitin confirmed that Chișinău has withdrawn its customs officers and border police from four joint border posts situated on Ukrainian territory. Misail-Nikitin announced that Moldova is negotiating with Ukrainian authorities to relocate Ukrainian personnel onto the Moldovan side of the border to maintain joint customs inspections while minimizing physical exposure.
“Arrangements have already been reached with Kyiv for two crossings, and others will be assessed in the medium term depending on the risk of incidents,” Misail-Nikitin told television network Moldova 1.
Ukraine’s Deputy Minister for Communities and Territories Development Serhiy Derkach stated earlier in October that operational plans for several pilot relocation projects are projected within three months, supported by existing bilateral border agreements.
In September, the Moldovan Customs Service recalled operational personnel from three joint border posts, including the Giurgiulești-Reni crossing, relocating them to Moldovan territory for an initial 90-day window.
History of border strikes and regional friction
The defensive adjustments follow kinetic strikes by Russian loitering munitions against Ukrainian border infrastructure across the Odesa region.
On Sept. 9, a Russian drone strike on the Starokozache crossing killed two civilians and wounded three others roughly one kilometer from Moldovan territory.
Earlier on Aug. 21, Ukrainian border installations at the Tabaki crossing sustained structural damage from drone impacts, prompting a temporary operational closure. On Oct. 5, drone debris struck a commercial bus at the Palanca crossing, inflicting minor injuries on a Moldovan border guard.
While Russian authorities have asserted that border crossings facilitate weapon transfers into Ukraine – an allegation rejected by Chișinău – Moldovan officials have emphasized that recurring airspace breaches and debris falls endanger neutral border zones.
