Safe & Trusted AI, AIKosh and India’s AI Governance Guidelines aim to promote responsible, transparent and secure deployment.
India’s AI Strategy 2027 is taking shape around a simple proposition: artificial intelligence will matter only if researchers, businesses and citizens can access the computing power, data, capital and safeguards needed to use it responsibly. The IndiaAI Mission, launched in March 2024, now anchors the country’s approach to AI in India through seven pillars covering compute, foundation models, datasets, applications, skills, startup financing and safe deployment.
The strategy is no longer confined to policy documents. Government figures indicate that more than 38,000 GPUs have been onboarded for a shared compute facility, while AIKosh, the national datasets platform, integrates government and non-government data for model development. The question for 2027 is whether these foundations can translate into a competitive, inclusive AI economy.
AI Research and Innovation
The IndiaAI Mission seeks to develop indigenous foundation models using Indian languages and data, an important step toward technological sovereignty in generative AI. Its Innovation Centre is intended to support homegrown large multimodal models and India-specific applications.
For universities, research institutions and technology companies, the opportunity lies in applied AI: multilingual systems, healthcare diagnostics, agricultural advisories, climate modelling, governance tools and assistive learning technologies. The Application Development Initiative identifies healthcare, agriculture, climate change, governance and assistive learning as priority sectors.
Data quality will be central. AIKosh is designed to provide researchers and startups with access to high-quality non-personal datasets, reducing one of the biggest barriers to building models suited to India’s linguistic and economic diversity.
AI Infrastructure and Computing
AI infrastructure is the first constraint for India’s AI ambitions. Training and deploying modern models requires high-performance GPUs, reliable data centres, cloud capacity, resilient power and affordable connectivity. The IndiaAI Compute pillar addresses this by providing high-end GPUs at subsidized rates to startups and academia.
The government reports that more than 38,000 GPUs are available through the common compute facility at ₹65 per hour, alongside financial support for selected organisations’ compute costs. This shared model is intended to avoid fragmented, duplicative capacity and improve utilisation of expensive hardware.
Semiconductors remain a longer-term dependency. While India’s strategy emphasises compute access and data platforms, a globally competitive AI ecosystem will still require stronger domestic capabilities in chips, packaging, networking and energy-efficient data-centre design. These are areas where public-private investment will be decisive.
Startup Opportunities
AI startups in India are positioned to benefit from subsidized compute, curated datasets and dedicated financing. The IndiaAI Startup Financing pillar is designed to provide risk capital for deep-tech ventures, helping founders move from prototypes to commercial products.indiaai.
The clearest opportunities are sector-specific. In healthcare, AI can support diagnostics, clinical documentation and telemedicine. In agriculture, it can improve crop advisory, yield forecasting and supply-chain visibility. Education offers prospects in personalised learning and Indian-language tutoring, while financial services can use AI for credit assessment, fraud detection and compliance. Enterprise automation—customer service, document processing, software development and decision support—remains a broad near-term market.
The challenge will be distribution. Startups that can serve small businesses, public institutions and users outside metropolitan markets are likely to find the largest addressable demand.

Talent and Skills Development
The IndiaAI FutureSkills pillar supports 500 PhD fellows, 5,000 postgraduate students and 8,000 undergraduates, reflecting an attempt to build specialized research and engineering capacity.
But India’s requirement extends beyond elite researchers. Enterprises need AI product managers, data engineers, MLOps specialists, cybersecurity professionals and workers able to redesign workflows around AI tools. Workforce reskilling will determine whether AI raises productivity or widens skill divides. The government has said its forthcoming AI regulation consultation paper will also focus on skilling, safety and inclusion.
Governance and Responsible AI
Responsible AI governance is becoming a competitive advantage rather than a compliance burden. India’s AI Governance Guidelines are built on seven principles: trust, people-first governance, innovation over restraint, fairness and equity, accountability, understandable design, and safety, resilience and sustainability.
The guidelines flag misinformation, deepfakes, algorithmic bias and unintended societal harm as major risks. They also recommend reviewing existing laws for gaps in liability, data protection, copyright, content authentication and generative AI misuse.
India has so far favoured a principle-based approach using existing laws, including the Digital Personal Data Protection Act and sector-specific regulation, rather than immediately creating a new statutory AI regime. Electronics and IT Minister Ashwini Vaishnaw has said the government plans to issue a consultation paper on AI regulation, focused on safety and deepfakes.
Challenges and the Road Ahead
Funding, infrastructure gaps and talent shortages remain material risks. Compute must remain affordable as demand rises; datasets must be high quality and privacy-conscious; and startups need patient capital beyond early-stage grants.
The India AI Strategy 2027 will succeed if India can connect research, infrastructure, capital and governance into a working ecosystem. Affordable compute, trusted data, skilled people and credible safeguards will determine whether AI in India becomes broadly productive—or remains concentrated among a few well-resourced firms.
