Recent announcements suggest the United States may be entering a new period for domestic mining. The federal government has announced about $3 billion in investments for mining and mineral processing, including more than $180 million for education and workforce development. Bank of America has also announced a $250 billion infrastructure financing initiative that includes mining and critical minerals.
For an industry accustomed to seeing projects struggle to secure financing and advance through permitting and processing, the scale of these commitments matters. Capital can help projects move forward, expand domestic capacity and address supply-chain vulnerabilities built up over decades. But mines take years to develop, and the people needed to design, build and operate them take years to train. Those timelines must be considered together.
Enrollment figures show the size of the challenge. Enrollment in US mining engineering programs fell from nearly 1,500 students eight years ago to fewer than 600 in 2023, according to data compiled by the Society for Mining, Metallurgy & Exploration (SME) and the Society of Mining Professors. Anecdotal evidence suggests the numbers may be improving, but demand for minerals used in energy, manufacturing, infrastructure and national security continues to grow.
A project can attract financing and move through permitting, but it still needs people with the technical expertise to bring it into production safely. Processing and refining facilities have their own workforce needs, and every new project depends on a wider network of specialized skills. After years of declining enrollment, universities must expand that pipeline as the country asks the mining industry to do more.
Building the workforce
That is why the education component of recent federal investment deserves attention alongside project financing. The $100 million PROSPECT program aims to double the number of graduates in mining and critical-minerals-related degree programs within two years. More than $80 million in additional funding is directed towards workforce development and technology hubs.
These investments can help mining schools reach students who may know little about the industry and show them the range of careers it offers. They also give companies an opportunity to contribute to workforce development over the long term. Students entering college now will build careers in a sector shaped by new technologies, changing production needs and renewed interest in domestic mineral resources. Universities need resources to educate them, while industry needs to help students understand the opportunities those skills can open.
The wider flow of capital towards infrastructure makes that effort more urgent. Bank of America’s initiative covers digital infrastructure, energy and power, transportation and other sectors that rely on mineral supplies. Mining is therefore both a destination for investment and a source of the materials needed by other major infrastructure projects.
The US has an opportunity to address two constraints on domestic mining: limited capital and a shrinking workforce pipeline. The results will take time. Mines, processing facilities and skilled professionals cannot be developed on a short timetable. Sustained investment can, however, help the industry plan beyond individual projects and train the people who will carry that work forward.
