North Korea has launched a sweeping inspection of fishing boats along the Yellow Sea coast of South Hwanghae province in October 2026 that targets crews who secretly listen to foreign radio at sea and spread the news ashore.
“An order came down for a central team to inspect every fisheries station vessel from Oct. 1,” a source told Daily NK on Thursday.
Fisheries stations are state-run fishing enterprises that hold fishing rights and production quotas. Most boats in North Korea’s coastal fleet operate under their names.
Central government inspection teams are special task forces that Pyongyang dispatches with sweeping authority to root out local problems. North Koreans often call them “gruppa,” a term borrowed from the Russian word for group.
Authorities issued the order after repeatedly detecting signs that fishing crews in the area were hiding small radios aboard their boats. Crews allegedly tuned in to outside broadcasts at sea and then shared what they heard after returning to land.
Outside radio signals are easy to pick up along this stretch of the Yellow Sea, known in Korea as the West Sea. Some fishermen are known to quietly listen to South Korean radio programs while working offshore.
The South Hwanghae coastline sits close to South Korea’s northwestern border islands and the Northern Limit Line. The line serves as the de facto maritime boundary between the two Koreas.
North Korean authorities concluded that rumors hostile to the regime had been spreading along the South Hwanghae coast, the source said. Officials judged that the rumors had reached the level of “aiding the enemy,” which prompted the inspection.
The Kim Jong Un regime passed the Reactionary Ideology and Culture Rejection Act in 2020 to choke off outside information. The law punishes the consumption or distribution of South Korean media with long prison terms and, in serious cases, death.
Security agencies search fishing boats down to the engine room
The inspection covers virtually every vessel in South Hwanghae province, not just boats formally registered with fisheries stations. Inspectors are also checking privately funded boats run by individual investors and boats that borrowed a station’s name to secure fishing rights.
The searches are taking place both at sea and on land, according to the source. The central team includes officers from the National Intelligence Agency, formerly the Ministry of State Security, and the Ministry of Social Security.
The National Intelligence Agency serves as North Korea’s secret police, while the Ministry of Social Security acts as its national police force. With both agencies involved, boat owners and crews caught with radios are unlikely to escape punishment.
Officials at the fisheries stations that oversee those boats are also expected to face collective responsibility for any violations. North Korea routinely holds supervisors accountable for the offenses of the workers under them.
The central team arrived in South Hwanghae province on Oct. 1 and immediately set up checkpoints at major ports and harbors. Inspectors have since carried out an exhaustive shakedown of boats coming and going from these ports.
They are searching every vessel down to the bottom of its hold and its engine room, the source said.
“When news of the inspection first came out, fisheries station officials, boat owners and fishermen grew extremely tense,” the source said.
“People feared the central team would dig into everything, even illegal radio equipment on private boats,” the source added. “Officials had long tolerated that equipment to keep catches up.”
Fisheries station officials who answer for production plans are especially uneasy about the timing of the crackdown. They worry that catches will plunge during the autumn peak fishing season if departures face tight restrictions.
Lengthy searches could also eat into the time crews spend at sea, according to the source. That would make it even harder for fisheries stations to meet their catch quotas this year.
“People are saying fishing along the West Sea coast will shrink drastically as surveillance tightens,” the source said. “The state looks set to keep its controls at the highest level for some time to block outside information.”

Daily NK operates networks of sources inside North Korea who document events in real-time and transmit information through secure channels. Unlike reporting based on state media, satellite imagery, or defector accounts from years past, our journalism comes directly from people currently living under the regime. We verify reports through multiple independent sources and cross-reference details before publication.
Our sources remain anonymous because contact with foreign media is treated as a capital offense in North Korea — discovery means imprisonment or execution. This network-based approach allows Daily NK to report on developments other outlets cannot access: market trends, policy implementation, public sentiment, and daily realities that never appear in official narratives.
Maintaining these secure communication channels and protecting source identities requires specialized protocols and constant vigilance. Daily NK serves as a bridge between North Koreans and the outside world, documenting what’s happening inside one of the world’s most closed societies.
