Peru Mexico Relations Get a 16 Oct Roadmap

PERU · DIPLOMACY

Peru Mexico relations took a practical step on Friday 16 October 2026, when the two governments agreed in Mexico City to follow a roadmap for dialogue, trade and investment. Peru’s foreign ministry detailed the talks in a press note dated Sunday 18 October, after the Andina agency and EFE first reported them on Saturday 17 October.

For US readers, the thaw matters because Peru and Mexico sit in the same four-member trade bloc and both have free-trade agreements with Washington. A working Lima to Mexico City channel touches the trade, visas and investment that US companies and travellers follow.

Relations were restored on 7 August, as we covered in Peru Mexico Relations Restored as Betssy Chávez Flies Out on a Military Plane. The new meeting follows a first vice-ministerial session on 19 August, when the two sides agreed to reopen embassies.

What Peru Says Was Agreed on 16 October

Peru’s Vice Minister of Foreign Affairs, Ambassador Eric Anderson Machado, met Raquel Serur, Mexico’s undersecretary for Latin America and the Caribbean, at the Mexican foreign ministry. They met during the Pacific Alliance High-Level Group meeting, according to Peru’s foreign ministry.

According to the note, the two officials agreed to follow a roadmap for joint work on political dialogue and bilateral cooperation. They also discussed initiatives to boost trade and investment and to bring more companies into strategic projects.

The note says both sides welcomed the recent naming of new ambassadors in each capital as a sign of renewed momentum. It adds that they agreed on the value of wider cooperation on preventing and responding to natural disasters.

Peru says Anderson repeated its call to promote the free movement of people between the two countries. Peruvians still need a visa to visit Mexico, a rule Lima asked Mexico City to reconsider in August.

Peru takes over the Pacific Alliance rotating presidency in December 2026, and both officials stressed closer coordination until then, the note says. They agreed to push a pragmatic agenda to strengthen economic integration, ease trade and create opportunities for citizens and firms.

The ministry’s note describes talks and shared intentions rather than a signed agreement. No tariff change, investment figure or visa decision appears in the sources reviewed.

How Peru Mexico Relations Broke Down and Recovered

Peru broke relations with Mexico in November 2025 after Mexico granted asylum to former prime minister Betssy Chávez. EFE describes her as sentenced in Peru over a failed coup attempt by former president Pedro Castillo.

The tension dates to December 2022, when Mexico questioned the removal and jailing of Castillo. El Informador notes that President Claudia Sheinbaum has kept her critical stance on that removal.

President Keiko Fujimori, a conservative who took office in July 2026, then gave Chávez safe passage to Mexico. Sheinbaum announced the restoration of ties on 7 August and called Peru’s decision an act of good will.

On 19 August the two vice ministers met for the first time after the restoration and agreed to reopen embassies. Peru’s ministry said then that Peru is the only Pacific Alliance member whose citizens need a Mexican visa.

Peru’s account says the Mexican side promised to coordinate with its competent authorities and assess the request. No outcome on the visa has been announced in the sources reviewed.

The Pacific Alliance Backdrop

The Pacific Alliance is a trade bloc of Chile, Colombia, Mexico and Peru, and Mexico currently holds its rotating chair. Mexico’s foreign and economy ministries hosted national coordinator, High-Level Group and trade vice-minister meetings in Mexico City on 15 and 16 October.

At those meetings Mexico proposed a three-year roadmap to raise trade among members by at least 5% each year. It rests on three lines of action: more purchases within the bloc, more sales of goods and services, and joint investment in regional suppliers.

Mexico’s Economy Ministry says the bloc ranked among Mexico’s 15 largest trading partners in 2025, with total trade of US$11.261 billion. It adds that member countries invested US$2.435 billion in Mexico between 2015 and the first quarter of 2026.

El Economista recalls that the dispute with Peru disrupted the bloc’s coordination, after then president Andrés Manuel López Obrador refused in February 2023 to hand the chair to Dina Boluarte’s government. Commercial commitments already in force were not cancelled.

The delegations also reviewed cooperation with the Association of Southeast Asian Nations and a renewed external strategy prepared with the Inter-American Development Bank. The next round of meetings is planned for December, according to the Mexican release as carried by Crónica.

The New Ambassadors

Mexico’s foreign ministry said on 12 October that Sheinbaum had sent the nomination of Lydia Antonio de la Garza as ambassador to Peru to the Senate. The Senate approved it unanimously, with 101 votes, on 13 October, and she took the oath before the chamber, according to La Razón and Once Noticias.

She is a career member of the Mexican Foreign Service with more than 25 years in public service, including posts at the foreign and economy ministries. Senators said she coordinated trade agreements with more than 50 countries and led negotiations for the USMCA, the US-Mexico-Canada trade pact, to enter into force.

Peru has named career diplomat Ana Peña Doig as its ambassador to Mexico, a step we covered in Peru Names Ambassador to Mexico Among 6 New Envoys. Start dates for both envoys have not been announced in the sources reviewed.

What It Means for You

Investors in Peruvian and Mexican assets should read the meeting as a diplomatic thaw rather than a trade deal. The 5% yearly trade target is a Mexican proposal, and the sources do not show the positions of Chile, Colombia or Peru.

Travellers should note that Peruvians still need a visa for Mexico, so nothing changes at the border yet. The August agenda also covered consular and migration cooperation, which could matter to citizens of both countries over time.

What Is Not Known

No Mexican foreign-ministry statement on the bilateral talks was found, and Mexico’s own communiqué on the 15 and 16 October Pacific Alliance meetings, as carried by Crónica and El Economista, does not mention them. The account of the meeting therefore rests on Peru’s press note and on EFE and Andina reports that repeat it.

The official note speaks of a roadmap and initiatives, not of a new trade alliance, and it names no tariff, investment amount or deadline. The sources do not say when Peru’s visa request will be decided.

It is also not known when the two ambassadors will take up their posts, although Mexico’s Senate approved its nominee on 13 October. Mexico’s 5% trade proposal still needs the backing of Chile, Colombia and Peru.
