Tanzania Geopolitics Explained 2026

TANZANIA · GEOPOLITICS

Tanzania has ports, railways, uranium and gas on the Indian Ocean that every major power wants. This guide sets out what each power wants from Dar es Salaam, as of October 2026.

Tanzania geopolitics in October 2026 is a contest over ports, railways, minerals and gas on East Africa’s Indian Ocean coast. Washington is reviewing ties and Europe is pressing for reforms after the election, while China, Russia, India and the Gulf deepen theirs.

This explainer draws on government texts, ministry briefs, company statements and regional outlets, and it names the source of every casualty figure. For a US reader, the stakes are visa access, minerals supply chains and a corridor that links Zambia to the sea.

Daily coverage is in the Rio Times Tanzania section, with background in the Tanzania explainer and the Tanzania neighbours guide. Readers can also follow the Who Backs Whom in Africa guide for the wider contest.

Tanzania Geopolitics: Who Decides and What Each Power Wants

Samia Suluhu Hassan was sworn in for her first elected term as president on Monday, 3 November 2025, in Dodoma. She chairs the Chama Cha Mapinduzi (CCM) party that has governed Tanzania for decades.

Deogratius Ndejembi became Vice President on Saturday, 29 August 2026, after Emmanuel Nchimbi announced his resignation. Mwigulu Nchemba is Prime Minister and Mahmoud Thabit Kombo is Foreign Minister, the CIA directory of 5 October 2026 shows.

Hussein Ali Mwinyi is President of Zanzibar, the island government within the union. Zanzibar hosted an India-Tanzania defence committee meeting in February 2026, so the islands matter in foreign policy too.

Each power wants something different from Tanzania, and the pattern is clearest in a short list. The sections below give the dates, figures and sources behind each line.

• United States: democratic reforms, easier access for US investors and a check on Chinese influence, as its review and a Senate bill show.
• China: railways, ports, minerals and political backing, which Beijing renewed in January 2026.
• Russia: uranium, nuclear technology sales and military ties through Rosatom and defence agreements.
• European Union: human-rights conditions on direct support, while European export credit still funds the railway.
• Gulf states: port operations, trade and mining, led by Dubai’s DP World and the United Arab Emirates.
• Turkey: construction contracts and machinery exports, led by the builder Yapi Merkezi.
• India: trade, water credit, naval access and a say in Indian Ocean security.

The 2025 Election and the Western Reaction

Tanzania voted on Wednesday, 29 October 2025, and the electoral commission declared Samia the winner with about 98% of the vote. On Monday, 3 November 2025, the Southern African Development Community (SADC) observer mission said the vote fell short of the bloc’s standards.

It cited intimidation, internet shutdowns and the exclusion of opposition candidates, including the treason detention of opposition leader Tundu Lissu. It called its conclusion tentative and promised a final report within 30 days.

A presidential commission led by retired Chief Justice Mohamed Chande Othman gave its report to Samia on Thursday, 23 April 2026. It counted 518 deaths, including 21 children, and 2,390 people treated for injuries, and said the toll might not be final.

The commission did not name those responsible and urged a new constitution by 2028. On 23 April 2026 Samia said the commission found the violence planned and coordinated, and she defended the security forces.

On Thursday, 4 December 2025, UN human rights experts estimated at least 700 people killed and over 1,700 detained. Opposition party Chadema called the report a cover-up, and Human Rights Watch called it a missed opportunity on 5 May 2026.

The European Parliament adopted a resolution on Tanzania on Thursday, 27 November 2025, by 539 votes to 0, with 27 abstentions. It demanded the release of Lissu, an independent inquiry, a halt to direct EU support to Tanzanian authorities and possible Council sanctions.

Tanzania’s government said on 28 November 2025 that it was monitoring the matter and would issue a statement. On 5 December 2025 a group of Western missions in Tanzania urged an independent inquiry into the deaths.

The United States: Review, Visa Limits and a Senate Bill

The US State Department announced a review of the relationship on Thursday, 4 December 2025. The review includes Tanzania’s democratic trajectory, political repression and the impact of recent unrest on US businesses and regional stability.

On Tuesday, 16 December 2025, a proclamation suspended immigrant, tourist, business, student and exchange visas for Tanzanians from 1 January 2026. Existing visas stay valid, and the text cites visa overstay rates of 8.30% and 13.97%.

On Thursday, 21 May 2026, Republican Ted Cruz and Democrat Jeanne Shaheen introduced a Senate bill to reassess ties with Tanzania. It would allow visa bans and asset blocks, pause some US support and order a review of China’s activity in Tanzania.

The bill would also bar Millennium Challenge Corporation aid until Tanzania shows renewed commitment to democratic governance. Nominee for ambassador William Trachman cleared the Senate Foreign Relations Committee by 12 votes to 10 on Thursday, 4 June 2026.

The African Growth and Opportunity Act (AGOA) now runs to 31 December 2026, after senators trimmed a three-year renewal. BusinessDay reported that Tanzania remained among eligible countries in the US Trade Representative’s December 2025 update.

China: TAZARA Railway, Zero Tariffs and Rare Earths

China built the TAZARA railway between 1970 and 1976, linking Dar es Salaam port to New Kapiri Mposhi in Zambia. The railway marks 50 years of commercial operation in 2026.

On Monday, 29 September 2025, TAZARA signed a concession agreement with China Civil Engineering Construction Corporation (CCECC), a Chinese railway contractor. TAZARA says phase one rebuilds track, bridges and signalling, and phase two adds new locomotives and wagons.

In March 2025 The Citizen reported a proposed 30-year deal worth US$1.4 billion. That split US$1 billion for track and US$400 million for 32 locomotives and 762 wagons, but TAZARA’s release gives no figure.

TAZARA said on Tuesday, 13 October 2026 that its board approved a plan for operational recovery. The earlier Rio Times report on the Lobito corridor and TAZARA explains the Western rival route through Angola.

Chinese Foreign Minister Wang Yi visited Dar es Salaam on 9 and 10 January 2026 and issued a joint communique with Kombo. Beijing congratulated Tanzania on its October 2025 elections and backed its efforts to protect constitutional order, the text says.

China said African states with diplomatic ties keep zero-tariff access to its market, and Tanzania aims to double exports by 2030. Tanzania also reaffirmed the one-China principle in the same text.

Chinese capital also reaches Tanzania’s rare earths. Shenghe Resources, a Chinese group, agreed to acquire all of Peak Rare Earths, developer of the Ngualla project.

Tanzania’s Fair Competition Commission and Mining Commission consented to the deal by 18 September 2025, Peak told investors. Their approval satisfied the Tanzanian regulatory condition for the takeover scheme.

Russia: Rosatom, Uranium and Military Ties

Samia met Vladimir Putin at the Kremlin on Wednesday, 3 June 2026, the first such visit by a Tanzanian president since 1969. She addressed the St Petersburg International Economic Forum on Friday, 5 June.

The talks reviewed a 2016 military cooperation agreement and a military-technical agreement ratified in 2018. More than 300 Tanzanian officers train in Russian military academies, IPP Media reported.

Russian investment includes the Mkuju River uranium project in Ruvuma, run by Mantra Tanzania, a unit of state nuclear group Rosatom. In June 2026 Rosatom put the Nyota deposit at 58,500 tonnes of uranium and output at up to 3,000 tonnes yearly.

It puts the investment at about US$1 billion, with main-plant construction due in the fourth quarter of 2026 and commissioning in 2029. Its director general, Alexey Likhachev, also raised floating and small modular nuclear plants for the 2030s.

Russia supplies Tanzania with fertilisers, petroleum products, machinery, steel and wheat, and buys tea, tobacco and cashew nuts, IPP Media reported. Samia invited Russian firms to build fertiliser plants in Tanzania during the June 2026 visit.

Ports and Rails: The Gulf, India, Turkey and Europe

On Sunday, 22 October 2023, Tanzania gave Dubai’s DP World a 30-year concession for berths 4 to 7 at Dar es Salaam. DP World pledged more than US$250 million, and Parliament had endorsed the underlying agreement in June 2023, Business Recorder reported.

Opponents, including the Catholic Church, lawyers and opposition politicians, argued the terms favoured DP World, Business Recorder reported. The contract reviews DP World’s performance every five years.

India’s Adani Ports said in May 2024 that it signed a 30-year concession for Container Terminal 2 at Dar es Salaam. That terminal handled about 820,000 container units in 2023, roughly 83% of Tanzania’s container volume, Baird Maritime reported.

Bagamoyo is a planned port about 75 km north of Dar es Salaam that stalled after a 2013 framework deal. The developers are China Merchants Holdings International and Oman’s State General Reserve Fund.

In November 2025 the government said construction would start in December. Whether works have begun could not be confirmed.

European money still builds Tanzania’s standard gauge railway (SGR). On Tuesday, 28 April 2026, Tanzania signed US$1.277 billion for two more phases, backed by Swedish, Polish and Italian export credit agencies.

Standard Chartered backed the financing, The EastAfrican reported. The Rio Times report on SGR electric train revenue tracks how the finished sections are performing.

Turkey’s trade with Tanzania was about US$284 million in 2024, including US$217 million of Turkish exports, Turkey’s foreign ministry says. Turkey’s foreign ministry puts Turkish business investment in Tanzania at about US$40 million, without giving a date.

Samia visited Turkey from 18 to 21 April 2024, and six agreements covered education, investment, the diaspora and archives. Turkey’s visible footprint is the railway that Yapi Merkezi is building.

India’s foreign ministry puts bilateral trade at US$8.6 billion in 2024-25, making India Tanzania’s second-largest trading partner. Indian investment totals US$4.08 billion in the same April 2026 brief, according to the Tanzania Investment Centre.

India committed over US$1.1 billion in water credit lines by April 2026, including US$500 million signed on 10 May 2018. Samia’s visit to India from 8 to 11 October 2023 raised ties to a strategic partnership.

An Indian military training team has served at the Arusha staff college since December 2017. The joint defence committee met in Zanzibar from 2 to 4 February 2026.

The first Africa India Key Maritime Engagement was held in Dar es Salaam in April 2025. The warship INS Trikand visited Dar es Salaam from 3 to 6 April 2026, under India’s MAHASAGAR maritime vision.

Minerals, Gas and the Indian Ocean Corridor

Equinor and Shell lead a planned US$42 billion liquefied natural gas (LNG) export project at Likong’o in Lindi region. ExxonMobil, Pavilion Energy, Medco Energi and state oil company TPDC are partners, Enerdata reported in January 2026.

In January 2026 Tanzania said it had closed commercial talks and was finalising legal issues, aiming to sign by June 2026. No signing is confirmed as of October 2026, and a final investment decision is not confirmed.

The East African Crude Oil Pipeline runs 1,443 km from Uganda’s oil fields to Chongoleani near Tanga on the Indian Ocean. It was 82% complete in April 2026, and its shareholders include TotalEnergies, Uganda’s UNOC, Tanzania’s TPDC and China’s CNOOC.

Black Rock Mining holds 84% of the Mahenge graphite project, and the Tanzanian government holds a free 16% interest. South Korea’s POSCO holds offtake for almost 40% of first-module output, and initial spending is US$231 million, TanzaniaInvest reported in April 2026.

Uranium, graphite, rare earths and gas each draw a different power. The Rio Times guide to Africa’s critical minerals places Tanzania in the wider scramble.

BRICS, the UN and the Regional Blocs

Tanzania is neither a BRICS member nor a partner country on the lists published as of September 2026. Four powers courted by Tanzania, China, Russia, India and the United Arab Emirates, are full members of the bloc.

On Wednesday, 2 March 2022, the UN General Assembly voted 141 to 5, with 35 abstentions, on Russia’s invasion of Ukraine. The Citizen reported that Tanzania abstained, as it did in April 2022 on suspending Russia from the Human Rights Council.

Tanzania belongs to both the East African Community (EAC) and SADC, and its geography links the two blocs. The Citizen reported on 18 August 2025 that Samia handed over leadership of the SADC security organ.

A joint EAC and SADC summit held in Tanzania on Saturday, 8 February 2025 called for an immediate ceasefire in eastern Congo. Defence chiefs of both blocs then met in Dar es Salaam, allAfrica reported.

What It Means for US Readers

For Tanzanian students, visitors and families, US visas have been largely closed since 1 January 2026, with reviews every 180 days. For US investors, the LNG signature, Mahenge financing and Rosatom’s plant are the signals to watch.

For policy readers, a Senate bill would tie aid and trade to reforms and order a review of Chinese activity. AGOA benefits lapse on 31 December 2026 unless Congress acts again.

For the economy behind these bids, see the Tanzania GDP rebasing report and the World Bank projects report. Visitors to the islands can use the Zanzibar city guide.

What Is Not Known

No official figure reconciles the commission’s 518 deaths with the 700 or more UN experts estimated, and higher figures are unverified. Lissu’s legal status in October 2026, the bill’s progress and whether the EU halted any direct support could not be confirmed.

The final TAZARA concession value, any works at Bagamoyo and any LNG signing since the June 2026 target could not be confirmed. Later UN votes, a final Senate vote on Trachman and any change to the US visa list were also not confirmed.

No foreign military base in Tanzania appears in the government texts reviewed, only training teams, defence agreements and port calls. Tanzania’s external debt by creditor, including any Chinese loans, was not reviewed for this guide.
