The Directorate of Criminal Investigations (DCI) said the detectives raided a residential house suspected to be used as a storage and distribution centre for narcotic drugs.
The suspects were identified as Abdulatif Mohamed and Oscar Muema Nduku.
During a search of the premises, detectives recovered 493 rolls of bhang, two brown envelopes and a carrier bag containing cannabis.
They also seized two weighing scales, Rizla papers and other items suspected to have been used in handling and packaging the drugs.
Cash believed to be proceeds of crime was also recovered during the operation.
According to the DCI, the two suspects remain in custody as detectives process them ahead of their arraignment in court, while the recovered items have been secured as exhibits.
The arrests come as the government intensifies its crackdown on the trafficking and distribution of narcotic drugs across the country.
