ISLAMABAD: Federal Minister for Parliamentary Affairs Dr Tariq Fazal Chaudhry on Wednesday tabled a motion in the National Assembly seeking endorsement of the proclamation of emergency in Khyber Pakhtunkhwa (KP), along with the imposition of Governor’s Rule in the province.
The National Assembly resumed its session at Parliament House in Islamabad with Speaker Sardar Ayaz Sadiq in the chair. The House approved a motion to suspend Question Hour by a majority vote to take up the proclamation of emergency issued by the president on October 11, 2026.
Tariq Fazal Chaudhry laid before the House the presidential proclamation issued under Article 232 of the Constitution concerning the imposition of emergency in KP. A motion seeking parliamentary endorsement of the emergency was subsequently tabled, while Law Minister Azam Nazeer Tarar opened the debate.
Speaking on the floor of the House, Tarar said presenting the proclamation before Parliament and obtaining its approval was a constitutional requirement.
He said the emergency had been imposed in response to internal disturbances in the province and what he described as the provincial government’s lack of seriousness in tackling terrorism.
The law minister stated that 3,787 terrorist incidents had been recorded in Khyber Pakhtunkhwa over the past year.
He regretted that the provincial government was focusing on political activities instead of addressing the province’s security challenges.

Tarar also referred to concerns raised by the KP governor, saying the governor had complained that the provincial government’s attention was directed more towards politics than counterterrorism.
He said the governor had conveyed the situation to both the president and the prime minister through a letter.
The law minister maintained that the constitutional option of imposing emergency had been exercised as a last resort after thorough deliberations, with the stated objective of protecting the lives and property of the people of Khyber Pakhtunkhwa.
