Imphal, Oct 19: Protests and criticism have mounted in Manipur following the transfer of Kamjong Superintendent of Police (in-charge) Tholu Rocky, MPS, after a deadly attack on Chassad village that left one person dead, four injured and more than 15 houses burnt.
According to a government order issued on October 18, 2026, Tholu Rocky has been reassigned as Additional Director of the Manipur Police Training College (MPTC). IPS officer Jay Barange has been appointed as the new SP of Kamjong district.
The order, issued by Under Secretary (DP) M. Rabichandra Singh in the name of the Governor, came a day after the October 17 attack on Chassad, a Kuki village in Kamjong district.
The transfer has drawn objections from tribal organisations and student bodies, which have questioned the decision and demanded an impartial investigation into the attack and allegations circulating on social media.
Following the Chassad incident, social media posts alleged that Tholu Rocky had facilitated access to the route and provided weapons for the attack. The allegations have not been established.
Several tribal organisations have condemned the online accusations, describing them as unsubstantiated and calling for due process.
The Joint Tribes Students’ Association (JTSA), representing the Inpui, Liangmai, Rongmei and Zeme tribes, issued a statement on October 19 criticising both the online allegations and the transfer.
The association questioned why the Kamjong SP had been singled out for administrative action while, it said, no similar action had been taken against the SPs of Kangpokpi and Noney despite repeated incidents of arson and killings in areas including Konsaram, Makui, Langka, IT Road and Longpi.
The JTSA termed the transfer a “biased and selective punitive action” and urged the state government and Director General of Police to ensure transparency, fairness and adherence to the rule of law.
The Poumai Naga Tsiidoumai Me (PNTM), the apex student body of the Poumai Naga community, also condemned the allegations in a statement issued on October 18, describing them as baseless and malicious.
The organisation referred to Rocky’s previous posting as Additional SP in Kangpokpi and praised his record in maintaining communal harmony. It demanded that Manipur Police register an FIR and take legal action against those responsible for circulating allegedly defamatory content on social media.
The Kamjong Katamnao Long (KKL), the district’s students’ union, expressed concern over the transfer and called for its immediate revocation. It also urged law enforcement agencies to register an FIR and identify those behind the online campaign.
The KKL cautioned political and social leaders against spreading misinformation that could deepen divisions along ethnic lines.
The transfer also triggered demonstrations at the Kamjong district headquarters on October 18, where a large number of Naga women took to the streets to protest the government’s decision.
Protesters alleged that the transfer was influenced by political pressure and social media narratives rather than an impartial administrative inquiry.

Civil society organisations and tribal bodies have called for an independent investigation into both the Chassad attack and the origin of the allegations against the police officer.
They have also raised concerns over what they describe as selective administrative action, warning that the controversy could further aggravate tensions in the region.
