Uzbekistan will introduce mandatory state registration for medical and pharmaceutical professionals starting January 1, 2030, according to the Ministry of Justice. Under the new regulations, only individuals who have completed state registration in their respective specialties will be permitted to engage in medical and pharmaceutical activities.
According to the resolution, medical and pharmaceutical professionals will be required to obtain state registration in their specific fields to continue practicing from January 1, 2030. Registration will grant professionals the right to practice for five years. Individuals who have not completed the registration procedure will be prohibited from engaging in medical or pharmaceutical activities in their respective specialties.
Medical and pharmaceutical personnel will also be required to undergo state re-registration every five years to maintain their eligibility to practice. The government has established a transition period before the registration requirement becomes mandatory.
From July 1, 2027, to January 1, 2030, medical and pharmaceutical professionals will be able to complete state registration voluntarily. During this period, registration may be obtained through a special examination or automatically as part of the process of receiving a professional qualification category. The Center for the Assessment of Qualifications of Medical and Pharmaceutical Personnel has been designated as the authorized body responsible for state registration.
The regulations provide exemptions from the special examination for certain categories of medical and pharmaceutical personnel. Professionals with at least 20 years of work experience in their respective fields will be eligible for state registration without taking the examination. The same exemption will apply to individuals holding an academic degree.
However, the exemption will not apply to professionals who have not continuously practiced in their specialty for three years or more before submitting their application. Such individuals will not qualify for registration without a special examination under these provisions.
Medical and pharmaceutical professionals will be able to submit applications for state registration through several channels. These include Public Service Centers, the Unified Interactive State Services Portal and the Medical Qualification Platform. Electronic applications will be accepted around the clock, including weekends and public holidays.
The authorized body will review applications within five business days and determine whether applicants are eligible to take the special examination. State registration certificates will be issued exclusively in electronic format. The validity of a certificate can be verified through the Unified Electronic Register of Medical and Pharmaceutical Professionals.
Under the approved procedure, original paper certificates and duplicate copies will not be issued. The registration system will also require professionals to renew their registration every five years. The Cabinet of Ministers resolution will enter into force three months after its official publication.
The introduction of state registration for medical and pharmaceutical professionals was previously discussed during a meeting held in the presence of President Shavkat Mirziyoyev on September 4. At that meeting, a proposal was presented to introduce voluntary registration from 2027 and make the procedure mandatory from 2030. The plans also included independent assessments of professionals' knowledge and practical training, along with the establishment of a unified electronic registry.
