Zambia Retirees Face UPND Claim on 17 Oct

ZAMBIA · POLITICS

Zambia retirees face a claim from the ruling party that they worked with the opposition, made by UPND youth chairperson Gilbert Liswaniso on Saturday 17 October 2026. The Lusaka newspaper Diggers published it on Monday 19 October, and the sources reviewed show no government statement adopting it.

For US readers, Zambia is a copper producer where mining firms, lenders and aid agencies deal daily with civil servants. The public part of the Diggers text names nobody and gives no evidence, so this is an allegation by a party official and nothing more.

The UPND is the United Party for National Development, led by President Hakainde Hichilema, who was returned to office after the 13 August vote. The Electoral Commission of Zambia declared him the winner on 18 August, as Mwebantu reported, and our election result report has the count.

What the UPND Youth Chairperson Said

Liswaniso, the UPND National Youth Chairperson, spoke on Prime Television’s Matters Arising programme on Saturday, Diggers said. Asked whether the public servants being retired in the national interest were aligned with the opposition, he answered in the affirmative.

He added that more public servants will be retired, Diggers said. The public text cuts off mid-sentence while describing what the retirees should do next, so that part is not quoted here.

On the same programme he thanked God for the capture of former Petauke Member of Parliament Emmanuel Jay Banda, Diggers said. He said Banda must face charges as one of those who allegedly plotted to kill the President, and that remains an allegation.

Police said on Friday 16 October that Banda is in custody awaiting formal arrest and charging, according to Mwebantu. Separately, the Zambian Observer confirmed that Liswaniso spoke on Prime Television that weekend, where he also commented on opposition leaders Brian Mundubile and Makebi Zulu.

What the Government Has Said

State House Chief Communications Specialist Clayson Hamasaka said in an interview on Thursday 15 October that the President has nothing to do with the retirement of civil servants in the national interest, Diggers reported. In the same report, Chapter One Foundation director Josiah Kalala said such retirement should not be used as punishment for people seen as loyal to the opposition.

Vice-President Mutale Nalumango told Parliament on Friday 16 October that retirement in the national interest is part of public servants’ terms of service. “Such decisions could arise from government policy considerations even where an officer has not necessarily committed any wrongdoing,” she said, in a Kalemba report republished by the Zambian Observer.

She cited Section 39 of the Public Service Pensions Act and a provision that lets a service commission require an established officer to retire in the national interest at the government’s request. Diggers added that she said civil servants must implement UPND policies, and that those who still hold other parties’ manifestos and want to criticise the government must resign and join politics.

The question came from Shiwang’andu MP Stephen Kampyongo, who asked what assurance public servants working in fear were being given, according to Diggers. Kalemba said the welfare of those who had lost their jobs was also raised in the same session.

Taken together, the Vice-President described a policy tool that needs no finding of wrongdoing, while Liswaniso described retirees as opposition-aligned. The sources reviewed do not reconcile the two accounts.

Who the Zambia Retirees Are So Far

Police spokesperson Godfrey Chilabi confirmed on Tuesday 13 October that he had been retired from the Zambia Police Service in the national interest, as Diggers reported. He declined to comment on the reasons.

State House announced on Sunday 4 October that the President had ended the appointment of Deputy Inspector General of Police Charity Munganga under Article 270 of the Constitution. Mwebantu noted that no reason was given and no successor was named at that time, and the release did not call it a national-interest retirement.

A notice to staff of the Zambia Medicines and Medical Supplies Agency, ZAMMSA, said all employees were separated in the national interest, according to Zambian Watch News on 2 October. Health Minister Roma Chilengi is quoted in that report.

Nicholas Phiri, a permanent secretary at the Local Government Ministry, said in early October that the government will retire public servants who frustrate national development, as the Phoenix News report on a civil society reaction put it. The Southern African Centre for the Constructive Resolution of Disputes, a Zambian civil society group, backed the plan.

No source reviewed gives a total for Zambia retirees of this kind. A list of police officers said to be dismissed or retired circulated on social media, and the sources do not verify it.

The Banda Investigation and the Retirements

The People’s Brief, a Zambian outlet, wrote on 16 October that it had gathered accounts alleging confidential government information was leaked to Banda. Its briefing also said UPND Media Director Mark Simuuwe claimed security agencies were examining Banda’s phones.

The same briefing said authorities have not publicly linked the planned retirements to the Banda investigation. It also said opposition figures describe his capture in Mozambique as an abduction, while Zambian authorities say he awaits charges.

Liswaniso’s remark about retirees and the opposition came the day after those reports. Whether any official has been retired because of the Banda inquiry is not established in the sources.

A Political Row With a Precedent

Zambia has argued over this tool before, and a review in 2022 shows the scale of past disputes. Mwebantu reported on 10 September 2022 that a committee had concluded 1,868 of 2,126 appeals from former public servants retired in the national interest or otherwise separated, and recommended 154 for reinstatement.

The latest row comes as Tonse Alliance president Brian Mundubile and vice president Makebi Zulu face a charge of seditious practices laid on 11 September, as Mwebantu reported. Our earlier report on the charges sets out the case.

What It Means for US Readers

Investors in Zambia’s copper sector depend on officials who process licences, tax and customs files, so continuity in the civil service matters to them. The sources reviewed do not show that any retired officer worked on mining, tax or customs matters.

President Hichilema was due to open the 2026 Mining Insaka, the Lusaka Times reported on Sunday 18 October. The sources reviewed do not link the retirements to any mining policy.

ZAMMSA sits in Zambia’s health supply chain, which is part of the context in our report on the proposed US health pact. Travellers should note that the sources describe a political and administrative dispute and give no sign of an effect on visitors.

Readers new to the country can find the background in our Zambia Explained 2026 guide. For now the practical step is to follow official statements, not party claims.

What Is Not Known

Diggers is partly behind a paywall, and only the opening of its report was read for this article. The full text may contain names, context or a reply that is not reflected here.

No source reviewed names a single one of the Zambia retirees said to have worked with the opposition, and none presents evidence. The sources also do not say whether Liswaniso spoke for the government, and State House has separately said the President has nothing to do with the retirements.

The Zambian parliamentary record of Friday 16 October was not available for checking, so the Vice-President’s words rest on two press reports. No reply from the opposition to Liswaniso’s claim appeared in the sources reviewed.

It is not known how many public servants have been retired since the election, or which institutions will be next. Any legal challenge by retired officers would also be a separate development.
