Missiles hit an enterprise in Russia's Oryol on October 23, injuring eight, Governor Andrei Klychkov said, and monitoring channels named the target as the Proton military plant.
Klychkov called it a missile attack on a civilian enterprise in the city's Sovetsky district during the rush hour and blamed Ukraine's armed forces. His office reported a "fairly serious" fire, since put out, and no chemical threat, the Russian service of The Moscow Times reported. The plant was named by the monitoring channels Supernova+, Exilenova+ and Astra, Meduza reported. The Kyiv Post says Proton makes components for Iskander-M ballistic missiles and Pantsir-S1 air defence systems.
A drone struck the Comoros-flagged cargo ship Khoryv about 13 nautical miles off Romania's port of Constanta on October 23 and it caught fire, capsized and sank, killing one sailor, with three missing, Romanian authorities said, The Moscow Times reported, citing AFP. President Nicusor Dan blamed Russia, calling the attack "clearly part of the escalation that Russia is carrying out in the context of the war in Ukraine".
SOURCING NOTE: Romania's interior ministry said 10 of the 13 crew were picked up by another commercial vessel, nine alive and one dead; the crew were 10 Ukrainians and three Azerbaijanis. Ukraine's foreign ministry says the dead sailor is Ukrainian (UNN). The ship sank just outside Romanian territorial waters. Reuters, named unlinked, puts the number of cargo ships hit off Romania and Bulgaria this month at at least seven, with about 30 sailors dead or missing (republished by TimesLive). The 13 nautical miles are given as 24 km (Kyiv Post) or 20 km (Romania Insider). The owner and cargo were not found. No Russian response was found.

Inside Russia, the defence ministry claimed 616 fixed-wing drones downed over 22 regions, the Azov Sea and the Black Sea between 20:00 on October 23 and 08:00 on October 24 Moscow time, TASS reported. The ledgers
The running ledgers are kept as six public spreadsheets at permanent addresses. The first three are non-exhaustive, every row is sourced, and where only one side has spoken the row says so. Defence ministry figures are recorded as claims, and in the sabotage ledger attribution is given exactly as the authorities state it and no further. The fourth tracks what has happened to Ukraine's steel, iron ore, coke, ferroalloy and non-ferrous plants since 2021, grouped by owner. The fifth tracks strikes on data centres, telecoms, media and research sites; the sixth tracks refinery strikes.
