THE Department of Budget and Management (DBM) will begin implementing a centralized online system for government agencies to submit and monitor budget execution-related requests starting Nov. 3, as part of efforts to streamline government transactions and reduce paperwork.
Under Circular Letter No. 2026-12, the DBM said the Submission and Budget Management Information Tool will allow authorized agency personnel to electronically file requests, upload supporting documents and monitor their processing through a unified online platform.
The DBM said its implementation would “improve the speed and efficiency of government transactions by streamlining the receipt, review, routing, and monitoring of agency requests and reducing unnecessary manual and physical transmission of documents.”
The platform is also expected to improve transparency and traceability by allowing agencies to track the status of their submitted requests.
Under the circular, successfully transmitted electronic requests will be considered official submissions to the DBM. Covered agencies will also no longer be required to submit physical copies unless otherwise required by law, existing DBM rules or as directed by the department.
The circular will apply to national government agencies, state universities and colleges, government-owned or -controlled corporations within the DBM’s coverage, and other government entities identified by the Budget department and included in the rollout.
However, it excludes budget execution-related requests from local government units, which will continue to follow existing procedures through the Ugnayang Bayan Portal and the DBM’s Document Management System.
The DBM will implement the system in five phases beginning Nov. 3, with subsequent rollouts scheduled for Nov. 23, Dec. 7, Dec. 21 and Jan. 11, 2027.
Among the agencies included in the initial rollout are the Bangko Sentral ng Pilipinas, Government Service Insurance System and Civil Aviation Authority of the Philippines.
Major departments such as the Department of Public Works and Highways, Department of Health, Department of Education and Department of Agriculture are scheduled for the final rollout on Jan. 11.
The circular, dated Oct. 7 and published on the DBM website on Oct. 12, took effect immediately upon issuance. — Justine Irish D. Tabile
