Former Internal Affairs Minister Gen Kahinda Otafiire has revealed that early warnings and expert cautions against rolling out the Intelligent Transport Monitoring System (ITMS) were ignored, setting up Uganda’s digital number plates project for pronounced operational failures and severe financial losses.
Appearing before the Parliamentary Committee on Physical Infrastructure, which is investigating the implementation of the digital number plate initiative, Gen Otafiire disclosed on Tuesday that his initial objections were grounded in intelligence from police detectives, technical assessments from Makerere University experts, and regional consultations.
Gen Otafiire, who now serves as Minister for Water and Environment, told lawmakers that his efforts to trace similar operational models globally yielded no results, raising immediate red flags about the system's viability.
