The UN Security Council adopted on Monday a resolution addressing the impact of digital technologies on the perpetration of violations and abuses against children. The resolution also focuses on the need to provide children with digital literacy to identify risks, to prevent violations from occurring.
The resolution No. 2832 of 2026 introduced by Greece stated that digital technology may contribute to committing, facilitating or exacerbating violations against children in armed conflicts. It also underlined the need to make use of this technology to prevent violations, enhance children protection and ensure their privacy.
The resolution seeks to strengthen the existing protection framework by addressing violations regardless of the means through which they are committed. The text encourages Member States to reduce risks posed by digital technologies, prevent the use of children in malicious activities in the digital sphere, strengthen educators’ digital competencies and foster public-private partnerships.
The resolution is not intended to regulate the technical aspects of digital content or infringe upon freedom of expression, but to address violence fueled by such content. It urged UN Secretary-General to collect information and lessons learned regarding the benefits and risks of this technology, in coordination with relevant UN entities.
It underlined the need to combat impunity, strengthen national accountability mechanisms, and build the capacity required to investigate and prosecute violations, ensuring that those responsible for violations against children are brought to justice, while guaranteeing victims’ right to access justice and receive medical services and the necessary support.
In addition, the resolution called for supporting national and regional research into the benefits and risks of digital tools and platforms for children, including their impact on their mental health and well-being, and strengthening partnerships between governments and the private sector to establish safeguards against exploitation and abuse.
