As an international education counsellor in Pakistan, I have become used to explaining change to students.
Sometimes it is a change in an English-language requirement. Sometimes it is a change in a university’s application process. Sometimes it is a visa development that means a student needs to reconsider their plans.
What is becoming harder is explaining changes that reach us after a student has already made a financial or academic commitment.
A recent case reported by The PIE News, involving a Pakistani education consultant and a disputed £4,000 university deposit, brought this issue into sharp focus. I do not want to comment on the individual case or decide where responsibility lies. What caught my attention was the bigger question behind it: when something goes wrong in the international student journey, who is expected to explain the consequences to the student?
That question matters more now because the environment in which UK universities recruit international students is changing quickly.
The new Basic Compliance Assessment (BCA) rules require student sponsors to keep their visa refusal rate below 5%. The pressure is real. The rolling student visa refusal rate reached 4.9% in the year to June 2026 , while The PIE’s recent reporting found that 11,500 student visa applications were withdrawn before a decision during the same period.
The Home Office has also made amendments to the BCA framework following concerns about the treatment of withdrawals – a reminder of how quickly the compliance landscape can evolve.
Pakistan is particularly affected. Between January and March 2026, 2,362 Pakistani applicants were granted a student visa, while 1,531 were refused and 2,920 withdrew their applications before a decision. These figures need context: a withdrawal does not automatically mean that a university asked a student to withdraw. Processing delays, missed intakes and changes in personal circumstances can all play a part.
Universities therefore have legitimate reasons to be cautious. Compliance is not optional, and institutions have to protect their sponsor licenses. But from the student’s side, a compliance decision is rarely just a compliance decision.

It can mean another application fee. Another English test. Another deadline. Another deposit. Or months spent waiting without knowing whether a plan is still realistic.
This is where communication becomes part of responsible recruitment.
I see this particularly clearly with English-language requirements. For degree-level study, UK rules allow higher education providers with a track record of compliance to assess a student’s English themselves, meaning universities can use their own methods rather than necessarily requiring a particular external test.
For students, however, the distinction between a UKVI requirement and a university’s own admission requirement is not always obvious.
A student may be told that a particular test is accepted, pay for it, prepare for it and meet the required score. If the university later changes which tests it accepts, the student does not experience that as a minor admissions update. They experience it as money and time already spent.
This is also where counsellors sit in an uncomfortable position.
Students often see the counsellor as the person representing the university. In reality, counsellors are usually communicating information provided by universities and other official sources. We can verify, explain and advise, but we cannot responsibly invent certainty where the information available to us is unclear.
If a university changes a recruitment policy, pauses applications from a particular market, changes an English-language requirement or introduces a new condition, the earlier that information reaches the counsellor, the better the advice the student receives.
The same principle applies to deposits and refunds.
Students and families should know the financial conditions before they commit, not only after something has gone wrong. Universities may have legitimate reasons for retaining deposits in particular circumstances, but students should be able to understand those circumstances clearly before paying.
The recent case involving a Pakistani consultant and a disputed deposit illustrates how quickly responsibility can become contested when a student cannot proceed. The PIE reported allegations surrounding the handling of the student’s visa application and the university’s decision not to refund the deposit. The consultant was subsequently released.
Cases like this should not simply become arguments about whether universities or agents are to blame.
They should make us ask whether the system gives every party enough information to act responsibly in the first place.
For me, there are three fairly simple things that would help.
First, universities should communicate significant recruitment changes directly and in writing. If a requirement, accepted test, recruitment market or refund condition changes, agents and counsellors need clear, dated information that they can pass on to students.
Second, counsellors need to document what they are advising. We should not promise visa outcomes or present university policies as guarantees. Our role is to make sure students understand both the opportunities and the risks.
Third, students need clearer information before making financial commitments. They should know which requirements come from UKVI, which come from the university, what is refundable and under what circumstances a decision may change.
None of this argues for weaker compliance.
In fact, the opposite is true. Strong compliance depends on people having accurate information early enough to act on it.
The international student journey involves several different agencies: governments, universities, agents, counsellors and students. If responsibility is shared, communication has to be shared too.
Universities should not have to choose between protecting compliance and protecting students. Agents should not have to choose between following university guidance and managing student expectations. And students should not discover important conditions only after they have paid.
The UK international education sector is going through a period of significant change. Compliance will continue to evolve, and universities will continue to respond to new risks.
That is understandable.
What should not become an afterthought is the communication that allows everyone else to respond responsibly too.
Because when the rules change, the question is not only whether the sector is compliant. It is whether the people affected by those changes had enough information to make informed decisions.
