The US aerospace giant Starlink and its CEO Elon Musk on Tuesday tweaked parameters and weakened the capability of its worldwide satellite communications system, which is the Ukrainian military’s most important data transfer platform. Kyiv Post took a look at the implications.
Starlink and Ukraine’s military, the basics
The Ukrainian Armed Forces (AFU) operate about 50,000 “official” Starlink terminals purchased by its own government or allies, with Poland probably being the biggest contributor, with a reported 29,000 terminals acquired.

Besides these state-level acquisitions are an estimated 50,000 more terminals thought to be in the Ukrainian military’s hands thanks to private donations, internal unit funding drives, and terminals financed by soldiers themselves.
The Ukrainian military overwhelmingly uses Starlink as its main digital data transmission platform.
Everything from artillery adjustments, drone control, supply and logistics tracking, operational planning, suspected and known Russian unit locations and private communications between soldiers on the line and friends and family back home in the AFU is almost always passed by a Starlink internet connection to a soldier’s smartphone, tablet or laptop.
Alternative means of communication include radio, landline telephone, mobile telephone, dedicated military data transmission channels, civilian data transmission channels like cable and television, and less capable Starlink competitors.

Starlink doesn’t work in Russian Federation territory but it does work in Russian-occupied Ukrainian territory, and on sea waters nearby like the Azov Sea and the eastern Black Sea.
Starlink and Ukrainian ground operations
In Ukrainian military ground operations, Starlink and its terminals give fighting units and headquarters a reliable and difficult-to-jam way to pass command-and-control and targeting information.
The AFU is a world leader in fusing the mass of modern military data like radio reports, video observations, AI output, friendly unit locations and status into useful information and efficient orders, so that the right weapon hits the right target at the right time: Under normal circumstances, in the AFU, practically all that information is passed via Starlink.
Starlink is dependent on a continuous source of electricity, which is far from always available in forward locations, so Ukrainian combat units regularly do their work when the terminal is down or out of juice. They usually switch to less secure data-capable mobile phones, and then other civilian communications networks.
The current Starlink slowdown affecting terminals moving at around 160 kph (100 mph) or faster for practical purposes hasn’t affected ground units because the Starlink stations used by them almost always are sitting still.
Starlink and Ukrainian short-range drone operations
Small drones normally communicate with the operator via a radio link that is relatively short-range; in the Ukrainian battlespace, a distance of around 15 km or nine miles, provided intervening terrain doesn’t get in the way of the electronic tether.
As long as the data link holds, the drone doesn’t need Starlink. Since practically all battlefield drone attacks take place well within that envelope, a Starlink slowdown or shutdown has no effect on the most common form of a Ukrainian drone attack: a first-person view (FPV) drone attacking an individual Russian soldier or fighting vehicle.
A Starlink sender/receiver aboard a drone extends control range by moving communications between the operator and the aircraft to a satellite. This makes terrain practically irrelevant to the drone’s ability to communicate, and since the drone is in the sky and moving, it’s much more difficult for a ground jammer to interfere with the signal. Ukrainian drone units exploit this advantage by using Starlink-equipped drones to fly deep behind Russian lines for reconnaissance. Targets found are typically hit by artillery troops using long-range howitzers or missiles, or special operations drone units flying uncrewed aircraft that navigate to target using systems other than Starlink like the world-wide GPS network, or local mobile phone SIM cards.
Some more innovative operators have used Starlink-equipped drones as motherships carrying FPV strike drones, or as repeater platforms retransmitting a radio control signal that would otherwise be too weak to control a drone at range. For all these applications, the Elon Musk-imposed speed limit is an irritant but not a deal breaker, since reconnaissance drones routinely operate at 160 kph or less.
Starlink and mid-range Ukrainian drone operations – the first disaster
Ukraine in late Summer fielded masses of new mid-range attack drones designed to operate in the 50-200 kilometer envelope, and that communicate with pilots via a Starlink sender/receiver. The primary targets for these aircraft, sometimes launched in waves of more than 50 in a day, have been Russian military logistics in Russian-occupied Ukrainian territory.
Most often hit have been Russian trucks and rail traffic moving between mainland Russia and the Crimea Peninsula, and tankers operating in the Azov and eastern Black Sea.
This medium-range bombardment campaign has particularly sought out fuel shipments and been highly effective. The naval strike component, against tankers, according to Ukrainians targeted and damaged more than 300 vessels between July and September. Land shipments have reportedly fallen by 60 percent, and rail fuel trains have halted almost completely.
The Starlink slowdown disabling communications if the sender/receiver is moving at more than 160 kph has, effectively at the flip of a switch, shut down Ukraine’s drone strike operation against Russian fuel and logistics shipments in occupied territories, because medium-range drones attack at speeds nearly twice that.
Starlink and Ukrainian interceptor drones – the other disaster
Russia’s relentless bombardment campaign targeting Ukrainian homes and businesses in 2026 expanded to widespread use of jet-powered drones with explosive warheads that flew too fast, at speeds around 300 kph (190 mph) for Ukrainian interceptor drones to stop them.
Ukrainian drone designers over the summer countered with new interceptor drones that flew faster than the Russian jet-powered drones, and in some cases used AI and on-board data-processing to seek out targets autonomously.
By September, Ukraine’s air defense command had reported that the Russian jet-powered drone threat was now being effectively countered with new interceptor drones.
The default communications platform for the new interceptor drones was Starlink. An early October Air Force announcement put the intercept rate at about 80 percent and predicted that once fast interceptor drone production went to scale, the Russian jet-powered drone threat would nearly be nullified.
The Starlink move to impose a maximum speed limit on a send/receive terminal has, in one swoop, disabled that interceptor technology, reducing operators to legacy, less-capable radio communications with their aircraft, and sending Ukrainian interceptor drone designers back to the blackboard. A typical Russian jet-powered drone carries a warhead of 50-100 kg; in recent attacks on Kyiv and other cities, dozens of attacks by those unpiloted aircraft have now been unimpeded.
