A quick jaunt around Riven Tides
The "Celeste's Teenage Rebellion" quest in Arc Raiders comes immediately after the "Celeste's Childhood Drawings" quest, which entails hunting for artworks Celeste made when she was younger across Riven Tides. This quest is on the same map, but this time, you're doing more to thwart the Arc threat. You need to find a lookout tower, raider camp, then a large antenna, and it'll take you all across the coastal town.

'Celeste's Teenage Rebellion' quest steps in Arc Raiders
"Celeste's Teenage Rebellion" doesn't need to be completed in one round, so don't feel the need to trek all the way across the map multiple times in one go if you don't fancy it. However, the eight steps (one of which is optional) do need to be completed in the following order:
- Reach the lookout tower on Mulatierra Hill.
- Transmit the location from the top of the tower.
- Spot three Arc from the lookout tower. (Optional)
- Reach the old raider camp near the hotel, overlooking the beach.
- Search for a radio transmitter at the raider camp.
- Find the large antenna overlooking Riven Tides harbor.
- Weld the broken generator.
- Start the transmitter.
Where to find the lookout tower on Mulatierra Hill
First up, you need to find a lookout tower on Mulatierra Hill, one of the named locations on the Riven Tides map. This one's fairly straightforward: Mulatierra Hill is a big hill, and it has a lookout tower at the top. On the map, it's north of Customs House and right next to the Hilltop Hatch escape point.
Climb to the top of the tower and interact with the prompt to transmit your location. If you want to complete the optional objective, just ping three Arc enemies while you're up here. As far as I can tell, however, this doesn't grant any additional rewards or benefits.
Where to find the old raider camp near the hotel
The hotel is referring to Hotel Panorama Azzurro, one of the main points of interest on Riven Tides. The raider camp is north of the hotel, a stone's throw west from Wharf and the Saltswept Hatch. As you approach, the objective to find it will be ticked off, then just interact with the prompt at the bottom of the transmitter to complete the next task.
Where to find the large antenna overlooking the harbor
Finally, you need to find the large antenna, which is all the way over on the opposite side of the map. Specifically, it's directly east of the Wavebreaker and northeast of the Quay. When you reach the area, you'll see an enormous tower with a number of satellite dishes on the side. Approach the generator at the bottom and interact with the prompt to weld it.
Upon completion, return to Celeste for 5,000 XP, a heavy shield, and a looting Mk.2 augment.
