Operation Wealth Creation has directed officers to develop measurable work plans and strengthen accountability as the government agency seeks to improve programme delivery, commercial agriculture and household incomes.
Operation Wealth Creation (OWC) has directed its directorates to develop work plans with measurable targets to strengthen the implementation and monitoring of government programmes aimed at lifting households out of poverty.
OWC Chief Staff Officer Brigadier General James Kaija issued the directive during a week-long leadership retreat at the National Leadership Institute in Kyankwanzi, urging officers to prioritise accountability, transparency and results.
Kaija directed directorates to adopt work plans based on Specific, Measurable, Achievable, Relevant and Time-bound (SMART) objectives to clarify responsibilities and expected results.
He also urged officers to uphold the “Hands On, Eyes Off” principle while maintaining effective oversight of programme implementation. He further called for adherence to the “No More Sleep” principle to promote vigilance, teamwork and discipline.
Deputy Chief Coordinator Brigadier General Godfrey Muwanguzi said effective monitoring and evaluation were essential “to ensure that public resources deliver tangible benefits to communities.”
He reaffirmed OWC’s commitment to supporting the transition of households from subsistence farming to commercial agriculture to increase productivity and improve incomes.
The retreat brings together OWC leaders and officers from across Uganda to align operations with national development priorities, including the Parish Development Model (PDM), the Fourth National Development Plan (NDP IV), the National Resistance Movement manifesto and the Tenfold Growth Strategy.
National Leadership Institute Director Colonel Okai Rukogota, who opened the retreat on behalf of Office of the President Permanent Secretary Haji Yunus Kakande, urged participants to uphold integrity, discipline and professionalism in public service.
OWC’s emphasis on measurable targets comes as government programmes seek to increase household incomes and promote commercial agriculture. However, the statement announcing the retreat did not specify performance targets, the number of households transitioned to commercial farming or the impact of OWC interventions on beneficiaries’ incomes.
The retreat is intended to improve coordination and operational efficiency as OWC works to translate government development priorities into tangible improvements in household livelihoods.
